Job Summary

The Health Education Program Manager II is responsible for leading cross functional teams that will develop and execute health education programs to improve Healthcare Effectiveness Data and Information Set (HEDIS), STAR, CAHPs and other performance measures for DLOB members. This position identifies appropriate team members, creates, implements and evaluates projects; develops/improves current processes to enhance current health education services and programs. In addition, the position will work with multiple departments to identify/develop health education resources that will engage members using technology to text, email, and interactive IVR system; analysis of intervention results; and completes program evaluation and provides recommendations. This position also ensures compliance of regulatory agency requirements (DHCS, DMHC, CMS) for all product Lines (Med-Cal, Cal MediConnect, LACC, and PASC-SEIU) and conducts Plan Partner oversight and audits to ensure compliance.

  • Develops, implements and manages health education requirements, services and programs to include but not limited to: conduct a GNA report development, Health Education materials oversight, Health Education Services provision and evaluation, Health Education Program intervention development, execution and evaluation, and other activities to support contract and regulatory requirements from Department of Health Care Services (DHCS), Department of Managed Health Care (DMHC), and Centers for Medicare and Medicaid Services(CMS). 


  • Supports QI and Clinical Member Services activities which may include but not limited to providing technical assistance, identifying/developing and evaluating member education resources, and any other activities as required. 


  • Ensures compliance with the state and federal requirements. Conducts Plan Partner oversight and audits.


  • Identifies/develops resources and process enhance member engagement using technology.


  • Provides technical support and assistance to internal and external stakeholders.


  • Performs other duties as assigned.
Education Required
Bachelor's Degree in Health Administration or Related Field
In lieu of degree, equivalent education and/or experience may be considered.



 At least 3-5 years of experience in health education in a managed care environment.




  • Experience working in a health plan and/or with Medi-Cal, under-served and culturally diverse populations.


  • Strong data/statistical analysis background.


  • Superior problem solving, planning, and organizational skills.


  • Ability to take initiative and produce timely and quality work with little supervision.


  • Excellent interpersonal, written, and presentation skills (documented with writing samples).


  • Proficient with Microsoft Office Suite.
Licenses/Certifications Required
Active & Current Driver's License, with a clean record and Auto Insurance Required
Licenses/Certifications Preferred
Certified Health Education Specialist (CHES)
