Job Summary

The Analytics Program Manager II is accountable for shepherding Advanced Analytic Lab (AAL) development efforts from design through operationalization, providing L.A. Care with analytic solutions that generate improvements in member outcomes, provider network, quality-based revenue streams, and operational processes. The position is assigned a set of existing AAL product and services in order to manage the solutions' continued development in a consistent, transparent, timely, and efficient manner. Additionally, the position is assigned new analytic product and service opportunities to manage as they arise. Responsibilities include managing customer engagement, collaborating cross-functionally with required business and technical partners, ownership of product design documentation/roadmaps, and monitoring the usage of operationalized products. 

Duties

Managing Customer Engagement
Leads appropriate communication cadences with primary stakeholders for the AAL products and services to which this position is assigned. Through the ideation process, this includes understanding the customers' needs as well as the proposed actions they will take with the addition of the requested analytic solutions. Through the development process, this includes involving customers in an iterative review process to ensure alignment between request and on-going development. Once solutions are operationalized, this includes continued feedback sessions to gauge solution success and enhancement opportunities.  

Collaborating Cross-Functionally
Initiates and manages collaboration between the AAL development team and subject matter experts from business and technology, ensuring that solutions are developed with a sound understanding of business context, as well as created with the most appropriate architecture for operationalization and delivery.  

Owning Product Design Documentation and Roadmaps
Manages the creation of consistent and appropriate design documentation for each solution that clearly explains the solution's goals, business context, architecture, risks, dependencies, and milestones. Creates product roadmaps to hold the development team accountable to delivery dates, as well as provide transparency of the expected delivery timing to customers.

Monitoring Operationalized Products
Ensures that customers are using operationalized products as intended, through the monitoring of available usage tracking and customer feedback sessions. Documents and prioritizes enhancement opportunities. Promotes operationalized products through L.A. Care's Enterprise Reporting and Analytics Repository. Manages cadence to ensure adequate product availability and model monitoring (when necessary).

Education Required

Bachelor's Degree in Business Administration or Related Field
In lieu of degree, equivalent education and/or experience may be considered.

Experience

Required:
At least 5-7 years overall data analytics experience in either development or customer support roles (i.e., requirements management, deliverable monitoring and feedback).

At least 3 years experience working with senior leadership and leading cross-functional efforts in the areas of business analysis, process analysis, and requirements management.

At least 3 years managing customer-facing cadences through continued analytic development efforts.

Preferred:
Previous health care or health insurance experience.

Data stewardship, and/or metadata management implementation experience.

Proven ability in cross-functional program development, monitoring, and evaluation.

Proven ability to manage priorities across multiple teams/projects. Possesses ability to work in a fast-paced and changing environment. Ability to work well independently.

Proven ability to communicate complex ideas to a variety of audiences and in an engaging manner which builds understanding and buy-in from those involved.
 
Knowledge of how to collect customer feedback and use for product enhancements.

Proven ability to work with technical analysts, business owners, vendors, and C-level executives.

Demonstrated facilitation skills to elicit complex data issues.

Strong written, and presentation skills.

Strong organization and project management skills.

Sees the big picture, but also pays attention to details.


Preferred:
Knowledge of managed care health insurance programs with preference given to applicants with strong experience in Medicaid and Medicare managed care.
