Job Summary

Associate Counsel III Senior Director General Legal Services (AC III), will report to the General Counsel or manager of the General Legal Services unit, as appropriate.  AC III will have deep knowledge of the industry and the specific business practices and needs of L.A. Care or will be an expert in their area of legal practice, so as to best advise the organization on assigned legal matters. This position is responsible for providing legal counsel, conducting legal research, writing, analysis, and guidance on a wide range of issues and matters handled by General Legal Services unit concerning the rights, obligations, risks, and privileges of L.A. Care.  

The AC III handles and actively manages a diverse portfolio including, but not limited to: of assigned vendor and non-healthcare related contracts, employment and labor, public agency, compliance, claims, litigation, arbitration and pre-litigation matters for the organization.  Associated tasks include communicating with various parties (such as internal staff, executives, assigned outside counsel, and external parties); collecting and reviewing relevant documents and information; handling discovery; drafting and reviewing legal documents; coordinating and participating in interviews (including depositions) of relevant witnesses;  managing insurance claims.  This position will work both independently and under the supervision of the Associate General Counsel or, as that title may change, attorney in charge of the General Legal Services unit or the General Counsel, when appropriate.  Where appropriate, this position will retain and manage outside counsel, including managing strategy, tasks, and costs.  

The AC III provides counsel, oversight, and, where appropriate, collaborates with other departments, including but limited to: Compliance, Human Resources, Finance, Procurement.

Duties

The Associate Counsel III General Legal Services Classification must be able to perform the following duties and responsibilities: 

Provide competent and strategic legal advice on wide range of subject matters handled by General Legal Services unit (such as claims, litigation, arbitration, and pre-litigation disputes; risk management and mitigation, including insurance; organizational policies and procedures; investigations; compliance with public entity laws; responses to public records requests) and perform related tasks (such as research, writing, analysis, review, compilation of relevant documents, reporting).

Work independently, and under supervision of the Associate General Counsel in charge of the General Legal Services unit, on managing, overseeing and handling all aspects of assigned litigation, arbitration, administrative proceedings, and pre-litigation matters for the organization, including preparing and reviewing pleadings, working with internal staff and outside counsel (if assigned) on discovery and compiling relevant records, working with insurance carriers, preparing for mediations and hearings, advising on status and strategy or matters, etc. Report and advise on active, resolved, pending, and pre-litigation matters and related risks and potential trends. 

When appropriate, supervise and work closely with outside counsel to achieve strategic objectives and goals on a cost-effective basis within established time frames and budgets.

Oversee and manage the collection, review, and production of records and other materials in response to subpoenas, public records requests, discovery, investigations, and the like.

Manage assigned legal projects.

Assist the Associate General counsel in charge of the General legal Services Unit with supervising assigned legal support staff.

Perform assigned legal projects with minimal to no supervision (when appropriate), and produce high quality work product.

Handle highly sensitive and/or confidential legal and/or business information, and have the ability to interact with high level executives.

Perform other duties as assigned.

Juris Doctor Degree or Doctor of Law Degree (J.D.) from Accredited Law School

Experience

Required:
At least 6 years work related experience in a law firm, corporate legal or government legal department in a fast paced complex office setting, working with multiple priorities under deadline pressures; ability to read, analyze, and interpret laws and regulations; at least 6 years of work related experience in handling complex assignments related to one or more of the following: public law, labor and employment, drafting contracts, internal organization or governance issues, healthcare, general law.

Preferred:
At least 7-10 years of experience handling litigation, arbitration, or administrative proceeding matters or vendor/ Information Technology (IT) contract review

Required:
Excellent communication and written skills.

Professional sensitivity.

Team player. 

Strong computer software knowledge including Outlook, Word for Windows, Excel and PowerPoint; Westlaw, and the Internet.

Highly responsive, possess excellent judgment, be able to discreetly handle highly sensitive and confidential legal or business information, and interact confidently with high-level executives.

Preferred:
Share Point knowledge.
