Job Summary
The Business Manager III is responsible for managing all aspects of implementation, from initiation, planning, execution, monitoring, controlling and closure of strategic initiatives. This position is responsible for creating and monitoring performance trends for functional areas, developing and implementing strategies to improve end-to-end business processes and productivity, managing strategic and transformational enterprise-wide programs and projects that are generally complex and large in scope. Responsible for operation programs related to L.A. Care’s (LAC) line of business programs. This position oversees related business operations, which includes preparing and reviewing ad-hoc reporting, developing communications and other operational obligations.
This position acts as a Subject Matter Expert (SME), serves as a resource and mentor for other staff.
Duties
Function as a strategic partner with the Executive Leadership team to develop communication plans, training plans, and risk management/mitigation plans, executive summaries of needs and plan of records. Define strategic long-term and short-term program objectives supporting business mission. Analyze the business processes within the organization to identify and execute process improvements. Make recommendations for solutions or improvements that can be accomplished through new process or technology, or alternative uses of existing processes or technology.
Plan, develop, and implement strategies for program activities and communicate to the executive leadership accurate and clear results at period end.
Work collaboratively with cross-functional departments and senior leadership to drive harmonization and implementation of practices, policies, and/or changes across the network.
Accountable for scheduling, resource management allocation and utilization, program component integration and supporting program performance.
Partner with the business leaders across all functional and line of business (LOB) business units to communicate the priorities of the department and provide feedback or follow-ups to key staff members. Monitor operational activities, trends and timelines, communication, and coordination of operations. Support network development or business process improvements. Support the implementation of internal practices to ascertain proper custody of L.A. Care assets.
Prepare and review reports, memos, correspondence and presentations as requested and review information prior to dissemination to mitigate any risk and resolve any issues prior to senior management involvement. Ensure senior and executive management are well prepared to lead or engage in meetings and other functions and be prepared to facilitate and/or participate in meetings.
Design, establish, and maintain staffing and an organizational structure to effectively accomplish the program/project function. Oversee cross-functional team to successfully complete projects on time, within scope and on budget. Set priorities and milestones for individual projects and team initiatives within the program.

Identify risks, assumptions, issues, and dependencies, provide timely status reports and proactively escalate issues for resolution. Support the development, implementation, and maintenance of internal control procedures, policies, and accurate and timely reporting.
Oversee cross-project activities and ensure the programs achieve their goals. Formulate, organize and monitor inter-connected projects. Develop and control deadlines and activities. Responsible for creating, monitoring and evaluating key performance indicators (KPI).
Represent program activities and maintain responsibility for the appropriate use of program funds within the parameters of the contract. Manage the overall annual budget, position requirements, requests and control numbers, while monitoring and providing oversight of cost centers. Support cost accounting activities and collaboration with other stakeholders as necessary. Partner with finance during the financial forecasting and planning processes, including all expense and balance sheet aspects. Accountable for cost tracking budget.
Applies subject expertise in evaluating business operations and processes. Identifies areas where technical solutions would improve business performance. Consult across business operations and share experience and provide mentorship. Ensures that the facts and details are correct so that the project’s/program's deliverable meets the needs of the department, organization and legislation's policies, standards, and best practices. Provide training, recommend process improvements.

Required:
At least 5 years of experience in core operations, IT, or finance in program management.
Proven track record of successfully managing and executing large-scale financial projects/ programs.
Preferred:
Experience on Medi-Cal, Medicare or Covered CA in addition to 6+ years of program management.
Experience and knowledge in any of the following programs: CALAIM, Proposition 56, Public Hospital Directed Payments (PHDP), and Enhanced Payment Program (EPP).

Responsible for the financial aspect of the program related to L.A. Care by identifying and generating financial savings and/or resource opportunities. Implements work scope, oversees funding, return of investment (ROI), provides program/project planning, and administration.
Preferred Experience:
Experience and knowledge in any of the following programs: Quality Incentive Pool (QIP), Long Term Care (LTC), District Hospital Directed Payments (DHDP), Ground Emergency Medical Transportation (GEMT), Public Provider Ground Emergency Medical Transportation (PP-GEMT), Traditional Rate Range IGT (RR-IGT).
Preferred Skills:
Knowledge of GAAP (Generally Accepted Accounting Principles).
