Job Summary


The Buyer II is to support L.A. Care's buyer services and functions. Assist in evaluation of vendors to determine most desirable suppliers and contractors. Assist with technical writing in support of the contracting, RFP, RFQ and bid processes. Prepare contract and vendor related reports for Procurement and Finance management. Excellent communication and interpersonal skills are required in order to be successful in this role. This position is project and team-oriented, providing an excellent opportunity to work in a team environment with other highly motivated individuals.

Duties


Support the buying operations for selected L.A. Care spend categories. Assist internal business stakeholders to develop supplier bid lists; Conduct cost/price comparisons. Support procurement, including communications with internal stakeholders and external suppliers. (15%)

 

Review contracts and other A/P and purchasing to confirm Invoice/AP documents are being correctly applied to purchase orders and contracts. Accurate processing of contracts and legal documents. (10%)

 

Assist in monitoring contracts for term and balances. Review contract compliance and adherence to Scope of Work. (10%)

 

Special projects. Projects as assigned. (10%)

 

Prepare reports and present results to senior management. Understanding of expenditures and costs. (15%)

 

As needed, serve as technical writer to prepare RFP's and Scopes of Work using standard templates. Support RFP/Project process. Organize meetings with contract owners and vendors. Support the RFP bid process, including the execution the RFP and scope of work, through vendor selection.  (20%)

 

Administration of contracts up to $50k, or higher as authorized by Manager or Director of Procurement. Initiate contracting process as assigned. (5%)

 

Evaluate vendor quotes and services to determine the most desirable suppliers. Provide analyses to procurement Manager. (5%)

 

Perform other duties as assigned. (10%)

Education Required
High School Diploma/or High School Equivalency Certificate
Education Preferred
Associate's Degree in Accounting or Related Field
Experience

Required:
At least 0-2 years experience in sourcing, procurement or contract management, analyzing data in a financial and legal context, familiarity with healthcare and legal terminology.

Skills


Required:
Familiar with standard procurement concepts, practices and procedures. 

 

Excellent analytical, organizational, and presentation skills are required. 

 

Writing skills to include understanding of legal terminology and methodology. 

 

Working knowledge of Microsoft Office. Knowledge of public agencies.
