Job Summary

The Chief Strategy and Transformation Officer (CSTO) serves as a key member of the senior leadership team and is responsible for the development and implementation of comprehensive strategic plans and transformation initiatives to improve organizational performance and achieve long-term goals.

 

Aligns strategies with the organization’s long-term vision.  This role analyzes market trends, identifying growth opportunities, and overseeing strategic initiatives to ensure the organization maintains a competitive edge. The CSTO collaborates closely with cross-functional teams to align business units and determine strategic priorities that align with the organization’s mission. By conducting thorough analyses and evaluating potential scenarios, the CSTO guides executive decision-making processes, developing and maintain strategic partnerships, and overseeing key business initiatives. The CSTO ensures that strategic goals are communicated effectively and cascaded down throughout the organization, enabling successful implementation across different departments.

Duties

Strategic Planning: Collaborate with the CEO, board of governors, and other senior leadership to develop a comprehensive strategic plan, including market analysis, competitive assessment, and future growth strategies. Establish key strategic priorities and translate them into actionable plans. Monitor and adjust the strategic plan based on market dynamics and internal performance. Manage the strategic planning process including formulate the company’s strategy by framing clear strategic choices, soliciting the perspectives of the organization’s senior leaders, driving to alignment and articulating a comprehensive resulting organizational strategy. Address mission-critical problems and projects.

Market Analysis: Conduct in-depth market research to identify emerging trends, customer insights, and potential disruptions. Analyze competitor activity and assess market share to identify opportunities and threats. Develop strategic responses to market changes and competitive challenges.

Transformation: Align transformation goals with the organization’s overall vision and strategy. Lead the organization through substantial strategic changes articulating clear vision and deep focus on building new capabilities to support that vision. Identify capability gaps and drive accelerated performance improvements with emphasis on sustained long-term change. Build in discipline required to establish a new trajectory that keeps pace with disruption and agile approach that delivers quick wins and iterative progress. Ensure transformations deliver measurable business value and support sustainable growth. Optimize business processes, identify areas of improvement, and implement strategies to enhance efficiency. Apply understanding of impact on member and communities with mapping and analysis of transformational initiatives.

Business Development: Evaluate and execute partnership opportunities and in partnership with CEO and other members of the Senior Leadership team, lead strategic alliance negotiations. Support the product team in the development of new business models, product lines, or market expansions. Assess potential risks and opportunities associated with new ventures.

Performance Management: Establish key performance indicators (KPIs) to track the progress of strategic initiatives. Monitor execution of strategic plans and make necessary adjustments to ensure alignment with goals. Track and communicate progress on organization wide strategic plan.  Facilitate on-going conversations with leaders to gain alignment on vision, gather feedback, track progress on plan and identify course corrections. Communicate performance metrics to senior leadership and stakeholders. Determine the financial targets for projects and key metrics to measure the project’s success.

Leadership and Communication: Articulate the organization's strategic vision and direction to all levels of the organization. Facilitate cross-functional collaboration to ensure alignment with strategic priorities. Lead and mentor a team of strategic planning professionals. Build and retain a high performing team and develop a succession plan.

Partnerships and Alliances: Actively seek strategic partnerships, collaborations, and alliances to enhance market presence, drive innovation, and leverage shared resources for mutual growth. Drive external facing strategies to shape and support policy advocacy work. Engage internal and external stakeholders across the enterprise during the transformation process.

Change Management: Manage and implement significant organizational changes, driving innovation, business processes, structure, culture, and technology in leading efforts to enhance and maintain business operations. Leverage expertise in change management and strategic thinking to help the organization adapt to evolving market conditions and stay competitive. Lead and manage organizational change initiatives, ensuring effective communication, stakeholder engagement, and smooth implementation of strategic initiatives throughout the organization.

Bachelor's Degree
In lieu of degree, equivalent education and/or experience may be considered.

Required:

At least 10 years of significant experience in strategic planning, business development, transformation initiatives and market analysis at a senior leadership level.

At least 10 years of Management, Team Lead, or other equivalent leadership experience.

At least 10 years of experience in managed healthcare leadership.

Experience with outside regulators, governmental entities, etc.
