Job Summary


The Community Outreach and Engagement Field Specialist II (FSII) coordinates initiatives designed to promote the organization and its services to the community. Administers organizational programs aimed at addressing the needs of the surrounding area. Develops relationships with community leaders and serves as the organization's liaison with various constituents. 

The Community Outreach and Engagement Field Specialist II is responsible to actively guide, support and provide direction for assigned Regional Community Advisory Committees (RCACs) in alignment with community health related needs and  L.A. Care strategic initiatives. This position accomplishes this role by  partnering with elected RCAC  volunteer leaders and general RCAC members to develop, implement and evaluate a series of six  RCAC meetings and appropriate additional events and projects on a yearly basis. This position is responsible to achieve and maintain a level of RCAC membership that reflects consumer, advocate and provider stakeholders viewpoints and perspectives. This Position engages in outreach to community based organizations, spreading information about L.A. Care's community outreach efforts, advocacy  and engagement opportunities for community based organizations at the  RCACs including on-going RCAC  membership. 

The Community Outreach and Engagement Field Specialist II is responsible for cultivating and maintaining a pool of membership that reflects consumer and advocate stakeholders viewpoints and perspectives. This position engages in outreach to community based organizations, spreading information about L.A. Care's community efforts, advocacy and engagement opportunities for community based organizations and consumers. This position serves as a link between issues and concerns of RCAC of their assigned RCAC region and L.A. Care  member, mustering the appropriate L.A. Care services needed to answer health access related questions or resolve grievances, and provide recommendations to the health plan. 

Duties


Maintain regular contact with assigned advisory members for member engagement, data collection, resolving committee and L.A. Care related issues. 

Collaborates with the assigned RCAC Chairpersons and Vice Chairpersons to plan, coordinate and facilitate the assigned RCAC meetings. Serves as the parliamentarian expert at each of the assigned RCAC meetings. 

Provides oversight and guidance for annual RCAC work plan in accordance with standards for the appropriate use of public funds. Assists the assigned RACS's in recruiting and retaining members for each of the assigned RCAC's ensuring a mixture of consumer, advocate and possible provider members.

Manages assigned CO&E projects and/or actively participates on other project teams supported by CO&E.

Provides oversight and guidance for annual consumer driven work plans in accordance with standards for the appropriate use of public funds.

Represents L.A. Care at community events, community meetings and health fairs and or sponsored by assigned RCACs' or which have the potential of adding value to the RCACs and L.A Care Mission and goals. 

Assist Community Outreach Field Specialist III in providing training on appropriate topics or finds resources to conduct training at assigned CO&E related projects.  

Documenting, processing, and following up on member issues (where applicable). 

Develop and maintain positive working relationships with all internal and external stakeholders to ensure optimum member care and satisfaction.

Performs other duties as assigned.

Education Required

Associate's Degree
In lieu of degree, equivalent education and/or experience may be considered.

Education Preferred

Bachelor's Degree in Social Work or Public Health

Experience

Required:
Minimum 0-2 years of demonstrated experience working with low economic status populations, ethnic minorities, and other diverse communities in settings such as community based organizations, social service agencies or civic organizations.

Experience and ability to facilitation  and mediation.

Demonstrated experience in engaging community members. 

Training delivery and/or design experience.

Intangible sales experience.

Skills


Required:
Basic research abilities for problem recommendation and resolution 

Demonstrated project management skills
.
Demonstrated management of volunteers.

Strong group facilitation skills.

Preferred: 
"Bilingual in one of LA Care Health Plan’s threshold languages is highly desirable. English, Spanish, Chinese, Armenian, Arabic, Farsi, Khmer, Korean, Russian, Tagalog, Vietnamese".
