Job Summary
The Community and Field Engagement Representative II supports L.A. Care’s mission to provide access to quality health care for Los Angeles County residents by building meaningful connections with members, community partners, and the public. This position is responsible for planning, coordinating, and participating in community events, educational workshops, and outreach activities that promote awareness and understanding of L.A. Care’s Medi-Cal, Dual Special Needs Plan (DSNP), and Covered California health plan options.
The Representative plays a key role in educating the community about evolving health coverage policies and regulatory changes such as impacts on redetermination, workforce requirements, and the expiration of extended premium subsidies to help members maintain coverage and access the benefits available to them.
Duties
Conduct presentations, workshops, and outreach events to educate members and community stakeholders about L.A. Care’s Medi-Cal, DSNP, and Covered California programs.
Serve as an L.A. Care ambassador at outreach venues. Distribute approved educational and promotional materials to increase awareness of health coverage options and program benefits.
Provide culturally and linguistically appropriate information to meet the needs of diverse communities across Los Angeles County. Educate members and community partners about key regulatory impacts. Partner with internal teams to ensure messaging aligns with current regulatory guidance and state/federal policy updates.
Build and maintain relationships with community-based organizations, provider groups, advocacy networks, and local government partners to promote L.A. Care programs and services.
Collect feedback from members and partners to identify barriers to enrollment, redetermination, and retention.
Support members in navigating the healthcare system and connecting with enrollment assistance resources, as appropriate.
Plan, schedule, and execute community events including logistics, setup, and coordination with partner organizations. Track participation, outreach metrics, and community feedback for reporting and evaluation.
Represent L.A. Care professionally and ensure compliance with all marketing and outreach regulatory requirements.
Maintain accurate records of outreach activities, attendance, and outcomes in accordance with L.A. Care standards.
Prepare reports and summaries for management, highlighting community engagement trends and outreach effectiveness.

Required:
At least 3 years of community and member engagement experience.
Preferred:
Experience in sales of Managed Care products including Medicare Advantage, Medi-Cal and Covered California
Skills

Strong interpersonal and client interaction skills with strong attention to detail and accuracy.
Strong writing skills and calm/professional telephone presence.
Ability to multi-task; flexible and comfortable working in a fast-paced environment and committed to meeting deadlines.
Demonstrates a positive attitude, high energy, and enthusiasm in all interactions and work activities.
Proficient skills in Microsoft Word, Excel, PowerPoint and Outlook.
Preferred:
Bilingual in one of L.A. Care Health Plan’s threshold languages is highly desirable. English, Spanish, Chinese, Armenian, Arabic, Farsi, Khmer, Korean, Russian, Tagalog, Vietnamese.
