Job Summary


The Deputy Chief Financial Officer (Deputy CFO) reports to the Chief Financial Officer (CFO) and assists the CFO in managing the finance functions. The Deputy CFO will provide leadership and direction in reviewing, developing and analyzing relevant financial information and in ensuring alignment with L.A. Care's mission, values, and financial stewardship. The Deputy CFO will also be tasked with the undertaking of special projects under the direction of the CFO in areas of provider contracting strategy and reimbursement, fee for service claim trend analysis, financial forecasting, financial performance metrics, business process improvement or other projects supporting Finance. The position provides a key role in assisting the Provider Network Management department to ensure contracts have a solid review and approval of financial terms. The Deputy CFO is second in command, and is responsible for providing leadership for the cross functional management in Finance Services.

Duties

Directs Financial operations as assigned by the CFO including Actuarial, Risk Adjustment and Financial Compliance functions to improve departmental execution, promotes increased efficiency of operations and assure the appropriate utilization of resources.

 

Maintains an active dialogue with DHCS regarding rate development and other critical issues. Represents L.A. Care in California Department of Health Care Services (DHCS) workgroup meetings as assigned.  Works with other Local Initiatives and County Organized Health Plans on applicable legislative and/or industry issues.

 

In collaboration with the CFO, develops and executes the strategy and provides leadership on financial performance monitoring and financial projections for all products/operating segments.  Provides guidance and support to Executive Directors and their respective product lines.

 

Develops and cultivates strong relationships with all stakeholders including management, the Board, auditors and others, as appropriate.

 

Supports the CFO in preparing and/or providing periodic updates for the Board and Leadership Team on financial activities and initiatives.

 

Works with Provider Data Management to ensure that contracts have a solid review and approval of financial terms.

 

Partners with the CFO to provide strategic direction for Finance Services that align with enterprise goals.

 

Manages staff, including, but not limited to: monitoring of day to day activities, monitoring of performance, developing, training, and cross-training of staff, among others.

 

Works within a wide variety of internal departments. Works within a matrix organization. 

 

Provides overall support for Finance Services and the CFO as needed.

Education Required

Bachelor's Degree in Finance or Related Field
In lieu of degree, equivalent education and/or experience may be considered.

Experience

Required:

Minimum of 10 years of experience in high level financial management.

 

At least 10+ years of supervisory/management experience. Must be an experienced manager of people and relish taking on and achieving success on challenging work in a complex company structure.

 

Experience with outside regulators, governmental entities, etc.

Prior experience working with government and other regulatory-like agencies.
