Job Summary

The Director, Contracting and Procurement will be responsible for overseeing purchasing and vendor contracting for the organization. Responsibilities include managing procurement and vendor contracting activities, focusing on assessing and mitigating risks through all phases of the contracts and general acquisition process and ensuring policy compliance. The position will be responsible for streamlining and improving the contracting process and leveraging the strength and capabilities of the new contracting system.  The individual will put in place tools to assist the contract owner in ensuring that vendors are meeting contractual obligations and performance goals related to cost, quality and service. The contract process and agreements should be reviewed and improved to include clear performance, quality, time and service level measures that are highly competitive and maximize potential value and return for the organization. This position is responsible for purchasing strategies and policies which consider market conditions and economies to leverage savings, ensure quality, improve service, timeliness to meet organizational goals and objectives.  

Duties

Manage procurement staff and process. Organization well informed of procurement process and is compliant with policies. Best in practice purchasing strategies that are in the best interests of the organization. Encourage and maintain organization-wide culture of appropriate savings and spending in support of goals and objectives.

 

Manage contracting staff and process. Organization well informed of contracting process and is compliant with policies. Improved contracting process.

 

Maximize potential of new contracting system. New contracting system improves timeliness and ease of contracting. New reports developed to determine opportunities, areas of focus and successes.

 

Responsible for pertinent policies and procedures. Appropriate purchasing and contracting policies and procedures in place.

 

Risk management and mitigation. Review contracts for potential risk, insurance and agreements in place for risk mitigation.

 

Ensure spending within scope and budget. Invoices reviewed to ensure within scope and spending within budget or approval limits.

 

Responsible for maintaining appropriate levels of insurance. Reviews, evaluates purchases and maintains appropriate levels of insurance for the organization.

 

Perform other duties as assigned. 

Education Required

Bachelor's Degree

Education Preferred

Master's Degree
In lieu of degree, equivalent education and/or experience may be considered.

Experience


Required:
At least 7 years of relevant contracts/purchasing experience.

 

Minimum of 5-7 years of supervisory/management experience.

Strong computer skills, ideally with experience using Windows-based PC programs.
