Job Summary

The Director of Data Science Innovation for Enterprise Data Strategy & Analytics has the goals of improving operational efficiencies, member health, and provider performance through advanced analytic insights. These goals are to be achieved by leading a team of data scientists and clinical data analysts who identify business problems, integrate and transform massive amounts of disparate data, develop models using advanced statistical and machine learning techniques, and operationalize predictive solutions for on-going business use. This position is also responsible for prioritizing data science projects with L.A. Care executive leadership, performing the duties of business owner for big data and statistical programming tools, developing processes for program scalability and reproducibility, and providing analytical support for various departments within L.A. Care, including,  Utilization Management, Quality Improvement, Payment Integrity, and Provider Network Development.. 


Lead, Develop, curate, supervise the Data Science Innovation team in a manner that promotes cross-functional collaboration, actionable results, insight iteration velocity, and quantification of business value generated in a measurable, reliable, reproducible, and scalable manner.


Provide consultative guidance and supervisory support to the department's staff and business stakeholders (operational and health services) on the department's major analytical projects affecting member health, payment integrity, provider performance, and product line (MediCal, CMC, LACC etc.) optimization. This includes participating in steering committees for various organizational initiatives.


Effectively engage L.A. Care executive leadership and business stakeholders to ideate and prioritize the department's projects, as well as communicate the department's value back to the organization. 


Manage (as the business owner) technology stacks (hardware, software for Data Science) that give the department the ability to create complete data pipelines for ingestion, storage, integration, exploratory data analysis, transformation, predictive model development, predictive model deployment, and deployed model monitoring.


Manage the department's relationships with Information Technology database administration, infrastructure, architecture, security, application development, and suppport.


Identify and provide continued technical and subject matter training to the department's highly technical and educated staff, ensuring that the department uses the most current and appropriate techniques when working with the functional business units it supports.


Develop, propose, and manage budget for staff and technology resources. Effectively staff highly-skilled and competitive open positions as necessary.

Education Required
Master's Degree in Finance or Computer Science
In lieu of degree, equivalent education and/or experience may be considered.
Education Preferred
Doctorate Degree in Mathematics or Engineering

At least 6 Years’ overall experience in the following areas:


Working on cross-functional teams responsible for business decision support through the development and deployment of operationalized machine learning models. 


Gathering, analyzing, refining requirements from the client/business for tailored analytics delivery. 

Process improvement and development, benchmarking and/or evaluation of business processes. 


Proven ability to create and drive innovation programs with measurable results. 


Strong leadership and mentoring skills and experience. 


Hands on development experience with machine learning and statistical analysis. 


Demonstrated ability to deliver business cost savings/revenue growth exceeding $10m on an annual basis. 


Prior experience building and leading an advanced analytics team with cross-departmental leadership responsibilities. 


At least 5 years working in healthcare.


At least 6 years management/supervisory experience.



Development, deployment, monitoring, and tuning operationalized machine learning models within customer workflows.


Applied Data Science Tool Knowledge: Python, R Programming, Spark, Hive, SQL, Git, Tableau, 


Applied Business Tool Knowledge: SharePoint, PowerPoint, Visio, OneNote, and Excel.
