Job Summary

The Director of DevOps and Digital Transformation will lead enterprise-wide initiatives to modernize L.A. Care’s technology delivery capabilities and drive digital innovation. This position is responsible for establishing and scaling DevOps practices, enabling continuous integration and delivery (CI/CD), and aligning digital transformation efforts with organizational goals to improve agility, efficiency, and member experience. The position ensures all digital initiatives comply with HIPAA regulations and safeguard Protected Health Information (PHI) and Personally Identifiable Information (PII).

 

Directs all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct reports. Responsible for driving performance to ensure that the team can facilitate high-impact decisions to support the success of L.A. Care’ initiatives and goals. Oversees the development, implementation, administration, and maintenance of the department's programs, policies, and procedures.

Duties

Conduct strategic planning to utilize resources to meet current and future departmental and Enterprise-wide goals. Direct the design and implementation of DevOps strategies, tools, and frameworks to support scalable, secure, and automated software delivery.

 

Drive digital transformation initiatives across Information Technology (I.T.) and business units, including cloud adoption, platform modernization, and Artificial Intelligence (AI)/automation integration.

 

Ensure all DevOps and digital transformation efforts comply with Health Insurance Portability and Accountability Act (HIPAA), Health Information Technology for Economic and Clinical Health (HITECH), and other healthcare regulations.

 

Oversee the implementation of robust security protocols to protect PHI and PII across all systems and platforms.

 

Foster a culture of ownership, continuous improvement, and cross-team collaboration.

 

Develops goals, objectives and actions plans for assigned staff which includes full management responsibility for the hiring, performance reviews, salary reviews and disciplinary matters for direct reporting employees. Foster and promote a culture of transparency, continuous improvement, accountability, and shared ownership of enterprise goals. Manages budgets and resources effectively.

 

Collaborate with cross-functional teams to align DevOps and digital initiatives and strategies with enterprise architecture, data governance, and compliance standards. Ensure alignment with L.A. Care’s mission to serve vulnerable and low-income communities through technology-enabled care delivery.

 

Establish key performance indicator (KPIs) and metrics to measure DevOps maturity, deployment velocity, and digital impact.

 

Partner with Human Resources Business Partner (HRBP) and leadership to define new roles and upskill teams in support of transformation goals.

 

Manage vendor relationships and evaluate emerging technologies to support strategic objectives.

Bachelor's Degree
In lieu of degree, equivalent education and/or experience may be considered.

Education Preferred

Master's Degree in Computer Science

Experience

Required:

At least 7 years of experience in DevOps or digital transformation.

 

At least 6 years of experience in leading, supervising and /or managing staff.

 

Proven experience implementing CI/CD pipelines, infrastructure as code, and cloud-native architectures.

 

Experience with on-prem (VMWare), multi-cloud (AWS, Azure), and hybrid environments.

 

Preferred: 

Experience with AI/ML integration, automation platforms, and digital health tools.

 

Experience with Infrastructure as Code (IaC) tools (Terraform, ARM Templates/Bicep, CloudFormation).

 

Experience with artifact repositories (JFrog Artifactory, Nexus).

 

Experience with security tools for SAST/DAST (SNYK, Checkmarx, Rapid7, Wiz).

 

Experience with code quality and testing tools (SonarQube, Selenium).

Skills

Required:

Strong understanding of healthcare I.T., HIPAA compliance, and security best practices for PHI and PII.

 

Demonstrated ability to lead cross-functional teams and manage complex change initiatives.

 

Demonstrated ability to make sound and timely decisions.

 

Demonstrated ability to adapt to changing situations and adjust strategies accordingly.

 

Excellent written and verbal communication, negotiation, and people skills.

 

Excellent ability and knowledge in analyzing data, identifying problems, and making informed decisions, often in complex or ambiguous situations.

 

Strong financial acumen.

 

Knowledge of CI/CD tools (GitHub Actions, Jenkins).
