Job Summary
The Director of Information Technology (IT) Solution Delivery oversees IT Solutions Delivery for assigned Domain team reporting to the Managing Director of Applications IT Solution Delivery. This IT Leader would be responsible for Design, Delivery, Integration and Support for IT Systems and Processes. The ideal candidate will quickly develop working knowledge of legacy Business Processes/Systems and lead the development of transformative capabilities. This person will build strong relationships with key Business and IT stakeholders in a manner that is effective, efficient and responsive. The ideal candidate will work with key L.A. Care executives to distill strategic initiatives into Requirements/Solutions and provide a Roadmap for delivery. This position is responsible for directing all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct-reports.
Duties
Direct and facilitate Application Development, Customization, Operational & Production Support activities in support of Product Lines and related regulatory functions.
Manage team of Systems/Technical Analysts, Technical Leads, Development Staff comprised of Full Time Employees and Consultants.
Develop goals, objectives and actions plans for assigned staff which includes full management responsibility for the hiring, performance reviews, salary reviews and disciplinary matters for direct reporting employees.
Collaborate with teams supporting System Business Configurations, Service Bus, Data Import/Export, Reporting, Quality Assurance, Production Control, Release Management, Enterprise Architecture, Resource Management, Vendor Management, Procurement, Information Management, Security, Infrastructure, Enterprise Program Management Office, Claims Operations, Provider Management, Customer Service, Health Services, Finance and Payments.
Develop and manage Roadmaps, Data Flow Diagrams, Requirements, Designs and Implementation Artifacts.
Collaborate on and execute Best Practices for Software Development Lifecycle Management (including successful transition to Agile), Time Reporting, Resource Planning, Talent Management, Vendor Management (Software & Services), Production Support, Incident Management.
Develop understanding of Business Practices, Priorities, and Regulatory Requirements for assigned area(s).
Ensure proper communication across Solutions Delivery team and broader organization.
Provide ‘thought leadership’ for assigned Business Domain and broader IT team.
Drive initiation and delivery of key projects involving Member & CSC IT Solutions.

Experience
Required:
At least 7 years of IT Applications work experience.
At least 5 years of progressive management experience.
At least 5 years developing Software Solutions leveraging a Software Development Lifecycle Methodology.
At least 4 years of IT Vendor (Software and Consultant) Management.
Demonstrable experience in overseeing and delivering IT Solution Development, preferably with Insurance Payer Systems.
Preferred:
At least 5 years of Health Plan IT experience.
At least 4 years of system oversight experience.
At least 4 years of Service Bus development experience.
At least 4 years of Los Angeles County Health Delivery experience (Hospital, Provider, Health Plan, and Vendor).

Health Services Domain: Oversees Health Services Domain and team that supports Business Utilization Management, Care Management, Clinical Case Management, Disease Management, Health Information Exchange (HIE), Clinical Data Exchange and Clinical Regulatory functions.
Develop understanding of Health Services Business Practices, Priorities, Regulatory Requirements (including HEDIS), HIE landscape, Los Angeles County ‘Safety Net’.
Requires:
At least 4 years of experience in clinical systems.
Preferred:
Functional knowledge of Utilization Management, Care Management, Clinical Case Management, Disease Management, Healthcare Effectiveness Data and Information Set (HEDIS), HIE.
Customer Service or Member Eligibility Systems Domain: Develop understanding of Member & CSC Business Practices, Priorities, Regulatory Requirements.
Requires:
At least 5 years of Customer Service or Member Eligibility Systems experience.
Preferred:
At least 5 years of Operations & Solution Delivery experience.
At least 4 years of Member & CSC Commercial system oversight experience.
Functional knowledge of technologies supporting Customer Service Center operations.
