Job Summary

The Encounters Business Analyst I acts as the liaison between the development team and business clients for gathering and defining requirements, coordinating design sessions, creating process/data flow diagrams, generating reports and documenting project efforts. This position also supports the development and implementation of new business intake processes to be used at the enterprise level and continue to monitor the usage of intakes and enhancements. This position will also be responsible for the department vendor contracting, management and oversight to ensure all services are delivered and completed at a high quality and in a timely manner. This position is responsible for identifying and resolving barriers and challenges and evaluating or reevaluating products, services, and vendors. 

Duties

Act as a liaison between Information Technology I.T. and business units by opening and maintaining lines of communication to monitor and improve business unit satisfaction with I.T., providing a single point of contact for business units into I.T. and acts as a conduit between internal stakeholders, making recommendations for product enhancements, and managing business unit expectations of I.T. Elicit, analyze, validate, specify, verify and manage the requirements of the project from all stakeholders.

 

Work with other departments to summarize business insights. Translate business needs, processes and/or procedures by partnering with applicable experts (SME) and business stakeholders to determine and articulate the needs. Participate in business process modeling sessions, acting as a documentarian, co-facilitator, facilitator or subject matter expert. Responsible for validating data accuracy and ensuring that data is reflected  accurately in the system.

 

Conduct interviews and perform analysis to create business cases for projects. Conduct preliminary investigation for all project requests. Review requirements, specifications, test, support and training plans to ensure they are in line with business objectives on projects.

 

Participate in business process management group efforts to collect and analyze metrics and continually improve processes owned by the group.  Participate in root cause analysis to recommend  enhancements or other appropriate actions to improve productivity for both the business units and I.T.

Education Required
Associate's Degree
In lieu of degree, equivalent education and/or experience may be considered.
Education Preferred
Bachelor's Degree in Health Administration or Related Field
Experience

Required:
At least 4 years of data analysis experience in the managed care or healthcare environment. 

Skills

Required:
Strong problem-solving/ analysis skills.

 

Proficient skills in PC and database management (including Microsoft Excel, Access, and Visio).

 

Ability to develop and work with complex databases. 

 

Strong interpersonal, verbal, and written communication skills; Understanding of effective communication concepts, tools and techniques; ability to effectively transmit, receive, and accurately interpret ideas, information and needs through the application of appropriate communication behaviors.

 

Knowledge of Project Management fundamentals and Systems Development Life Cycle (SDLC).

 

Preferred:
Bilingual in one of L.A. Care Health Plan’s threshold languages is highly desirable. English, Spanish, Chinese, Armenian, Arabic, Farsi, Khmer, Korean, Russian, Tagalog, Vietnamese.
