Job Summary

The Executive Advisor Commercial Products provides strategic and operational leadership across the Commercial product portfolio of product lines. This position serves as a key advisor and liaison between L.A. Care and internal and external stakeholders. This position is critical in representing L.A. Care’s strategic and compliance interests for Commercial product lines with internal and external stakeholders.

The Advisor supports the development and execution of the strategic and tactical plan, ensuring alignment between L.A. Care’s strategic goals and the commercial business plan, driving growth, compliance, and operational excellence. This position fosters strong, value-driven relationships and provides expert guidance to advance the performance, compliance, and member experience of Commercial products.

The Advisor develops strategic insights, scenario analyses, and market intelligence to inform Commercial product decisions. Leads Commercial product portfolio governance routines and serves as a strategic connector across departments to ensure enterprise alignment. Identifies emerging regulatory, competitive, and market risks and presents options and mitigation strategies to senior leadership. Shapes the enterprise Commercial value proposition and advises key stakeholders on differentiation, positioning, and strategic messaging priorities.

The position collaborates on the improvement of communication between the department and key stakeholders to define opportunities, identify and prioritize programs and projects based on predefined criteria (e.g. return on investment, productivity, compliance). Provides expert advice to various teams, including program and product development, marketing, and customer service, on various relevant topics.

Duties

Serve as the primary advisor and relationship manager for Commercial product lines, leading engagement with internal and external stakeholders to support business goals.

 

Identify and drive solutions for process and operational issues and improvements.

 

Lead Commercial product portfolio governance by synthesizing performance, regulatory requirements, and market trends; present strategic options and recommendations to executive leadership to improve competitiveness and sustainability.

 

Develop and maintain enterprise-level market and competitive intelligence for Commercial Products, translating insights into strategic recommendations for leadership.

 

Monitor industry, legislative, regulatory, and competitive developments to identify emerging risks and opportunities, advising leadership with early-warning indicators, strategic implications, and recommended mitigation pathways. Serve as the strategic connector across internal departments to drive alignment on Commercial product priorities, execution needs, and organizational impacts.

 

Partner with cross-functional leaders to develop, refine, and execute Commercial product strategies that drive membership growth, retention, and value delivery. Monitor and understand trends to identify opportunities to improve market share.

 

Provide expert consultation to internal departments on Commercial product standards, benefit design considerations, and regulatory impacts.

 

Conduct performance analysis of Commercial products and recommend strategic actions to improve competitive position, quality, and member satisfaction.

 

Lead cross-functional collaboration to align operational practices, processes, and communications across internal and external stakeholders. Identify accountability and ownership of business enhancements/fixes and monitoring functions within the organization to ensure successful and compliant execution of processes. 

Duties Continued

Partner with leadership to develop executive-level briefings, reports, and presentations on Commercial product performance, opportunities, and challenges.

 

Support and ensure resolution of high-priority issues related to regulatory inquiries, product operations, or client relationships.

 

Ensure a consistent and exceptional experience for members and employers across all Commercial lines of business.

 

Provide expert advice to various business units on relevant topics within the organizational standards, national and state-wide compliance.

 

Evaluate the effectiveness of program implementation and provide guidance and recommend process improvement.

 

Communicate strategic planning outcomes and the agreed upon priorities across the organization, to include ongoing progress of priorities. 

 

Lead efforts to allow the company to mitigate risk such as regulatory or competitive risks through innovative business ideas and solutions.

 

Responsible for communicating decisions, priorities and relevant project information to appropriate levels of staff regarding business unit requests and projects and initiatives.

 

Responsible for sharing solution roadmaps and enterprise level strategies to drive efficiencies across the organization and with customers. Collaborates with management to develop annual budgets for respective business areas. 

 

Provide support in delivering programs that meet the compliance needs of the organization.

Education Required

Bachelor's Degree in Business Administration or Related Field
In lieu of degree, equivalent education and/or experience may be considered.

Education Preferred

Master's Degree in Public Health or Related Field

Experience

Required:
At least 7 years of experience in Commercial health plan or managed care operations.

At least 6 years of experience in stakeholder, regulatory, or client relationship management.

Experience with Department of Managed Health Care (DMHC) and/or Covered CA product requirements and reporting.

Preferred:
Experience with labor or employer group–based health plans.

Experience in data analysis, understanding payment rates, and managing healthcare costs.

Skills

Strong knowledge of Commercial health plan operations, including product design, pricing, compliance, and member services.

Ability to clearly and effectively convey information.

Possess extensive, specialized knowledge in their field.

Preferred:
Familiarity with public sector employer group programs and collective bargaining environments.

Ability to advise executives and external partners on complex business and compliance matters.
