Job Summary
The Program Manager III oversee financial operations related to Medi-Cal, Medicare, LA Care Covered (LACC) and Personal Assistance Services Council (PASC) programs, which includes but is not limited to CALAIM Programs, Proposition 56, directed payments and intergovernmental transfers.
The position implements work scope, oversees funding, provides program/project planning, and administration. Develops related operational policies and procedures. The Program Manager III represents program activities and maintains responsibility for the appropriate use of program funds within the parameters of the contract.
Oversees and administers all facets of the day-to-day operations of the various programs and activities related to the position. Acts as a Subject Matter Expert, serves as a resource and mentor for other staff.
Duties
Define strategic long-term and short-term program objectives supporting business mission. Plans, develops, and implements strategies for identifying and generating funding and/or resource opportunities for program activities, Decide on suitable strategies and objectives.
Responsible for partnering across the finance organization, ensuring/maintaining a strong control environment, creating/analyzing financial performance, leading forecasting/planning, and active engagement/communication with management.
Lead the creation of the program management plan. Establish policies and procedures governing program execution and accountability. Support financial reporting/close processes, planning, analysis, and cost accounting activity for LA Care operations.
Lead and oversee that programs are on schedule, within stated budgets and functioning smoothly. Deliver accurate and clear financial results and financial comparisons at period end.
Oversee cross-project activities and ensure the programs achieve their goals. Formulate, organize and monitor inter-connected projects. Develop and control deadlines and activities. Responsible for the monitoring and evaluating key performance indicators (KPI) and return on investment (ROI). Support cost accounting activities and collaboration with other stakeholders as necessary.
Partner with Finance Planning & Analysis (FP&A) during the financial forecasting and planning processes, including all expense and balance sheet aspects.
Manage and/or conduct analysis of financial performance and communication of results and maintain active engagement/partnership with management in improving financial performance.
Provide business partnering, financial reporting, and decision support to the senior and executive leadership team and maintain integration of the finance function in supporting business activities and the establishment/execution of the strategic direction.
Lead in resolving projects’ higher scope issues.. Apply change, risk and resource management Evaluate and oversee the program performance and maximize return on investment (ROI). Analyze and interpret financial performance and make recommendations concerning resource allocations and operations to maximize financial results; establish targets as necessary.
Duties Continued
Designs, establishes, and maintains staffing and an organizational structure to effectively accomplish the program/project function. Recommends to senior leaders on hiring, training and performance improvement. Provide guidance to mid-level management, direct reports and indirect reports. Partner with stakeholders to drive program initiatives improving operating performance such as yield improvements and labor efficiency, balance sheet optimization, and total cost reductions
Partner with finance teams, FP&A, and senior leadership to drive harmonization and implementation of financial practices, policies, and/or changes across the network.
Directs all phases of programs from inception through completion. Set priorities and milestones for individual projects and team initiatives within the program. Support the implementation/maintain internal control procedures, policies, and practices to ascertain proper custody of LA Care assets as well as sound, accurate and timely financial reporting.
Ensure that LA Care’s financial activities follow corporate policies, good accounting practices, procedures and regulations established by federal and local laws.
Applies subject expertise in evaluating business operations and processes. Identifies areas where technical solutions would improve business performance. Consults across business operations, providing mentorship, and contributing specialized knowledge. Ensures that the facts and details are correct so that the project’s/program's deliverable meets the needs of the department, organization and legislation's policies, standards, and best practices. Provides training, recommends process improvements, and mentors junior level staff, department interns, etc. as needed.

Experience
Required:
At least 5 years of experience in finance or program management.
Proven track record of successfully managing and executing large-scale financial projects/ programs.
Preferred:
3 years of experience in healthcare finance or related roles with a strong emphasis on Medi-Cal, Medicare or Covered CA
Experience and knowledge in any of the following programs: CALAIM, Proposition 56, Public Hospital Directed Payments (PHDP), Enhanced Payment Program (EPP), Quality Incentive Pool (QIP), Long Term Care (LTC), District Hospital Directed Payments (DHDP), Ground Emergency Medical Transportation (GEMT), Public Provider Ground Emergency Medical Transportation (PP-GEMT), • Traditional Rate Range IGT (RR-IGT)
