DUTIES

Under general direction of the Director, Portfolio Management & Improvements Office (PMIO), the Senior Manager is responsible for managing a portfolio of strategic and transformational enterprise wide programs and projects that are generally complex and large in scope. This includes but not limited to establishing priorities, demand capacity, PMIO methodology, process and procedures and project/portfolio management strategy.  In this capacity, the Senior Manager will work collaboratively with Core Business Transformation Executive Owners, functional management and other stakeholders including Business Owner(s), Investment Review Board, intake and program/project teams and participate in program governance and administration meetings as appropriate. The Senior Manager will synchronize the work of cross-functional Core Business Transformation (CBT) verticals & project teams and provide direct or indirect oversight of assigned Program Managers and Project Managers. 

Through cross-functional teams, this position is responsible for the success of the PMIO function through planning, developing and implementing a comprehensive plan to meet desired outcomes. Creates and implements standard tools and processes to track and measure the achievement of desired PMIO goals and outcomes within specific project work plan parameters. Develops and maintains other critical project documentation in accordance with PMIO methodology. Reviews enterprise wide projects and assists in identifying and establishing priorities, metrics and processes.  Integral to the success of this position is positive interaction with business service area management, functional staff, third party contractors/vendors and IT resources to ensure effective management and coordination of projects and programs. Contributes to the development of the annual operational and capital budget, monitors and /or manages expenditures to ensure they are within budgeted guidelines. This individual will be a role model for integrity and will establish and maintain effective professional work relationships, working collaboratively with all levels of management and business owners to help guide the discipline of planning, organizing, securing, managing, leading, and controlling resources to achieve specific goals.

QUALIFICAITONS AND REQUIREMENTS

EDUCATION

Required: 
High School Diploma

Preferred:
Bachelor's Degree in Health Care Administration, Project Management or related discipline.

LICENSES/CERTIFICATIONS

Required: 
Project Management Certificate

Preferred:
PMP Certification

EXPERIENCE

Required:
With High School Diploma: Minimum14 years of Project Management, Program Management, Health Care Administration, Research or Clinical field experience in a managed care environment with 5 years of management, team lead or other equivalent leadership experience and developing business solutions with a variety of tools.

Experience in managing, motivating, mentoring staff and conflict resolution.

Preferred:  
With Associate's Degree: Minimum 10 years of Project Management, Program Management, Health Care Administration, Research or Clinical field experience in a managed care environment with 5 years of management, team lead or other equivalent leadership experience and developing business solutions with a variety of tools.

With Bachelor's Degree: Minimum 7 years of Project Management, Program Management, Health Care Administration, Research or Clinical field experience in a managed care environment with 5 years of management, team lead or other equivalent leadership experience and developing business solutions with a variety of tools.
