Job Summary
The Incentives Program Manager II is responsible for developing and operating a diverse portfolio of incentive programs that advance L.A. Care’s key clinical and quality improvement priorities. This includes being responsible for the design, implementation, and ongoing management of L.A. Care’s pay-for-performance (P4P) programs, provider performance measurement and reporting, member incentives management and other quality improvement projects. These programs are an important point of engagement with providers to improve quality of care for L.A. Care members. This position is directly responsible for day-to-day incentive program operations, design and implementation of new incentive programs, leading project teams and building relationships with key stakeholders, developing marketing strategies and materials, as well as data management and program analytics.
Duties
Program management: Plan and guide the implementation of essential pay-for-performance (P4P) and performance measurement projects and departmental priorities. This entails maintaining an understanding of projects' overarching goals, tracking the status of implementation details, coordinating the activities of project collaborators, maintaining project plans and documentation, and ensuring completion of program deliverables for multiple, concurrent initiatives. This includes coordination of (and delegation to) project teams and workgroups, and ensuring timely and accurate completion of deliverables.
Program operations: Responsible for daily/ongoing operation of incentive programs. This may include (but is not limited to) scheduling, calculating, validating, and distributing incentive awards; development of performance and payment reports; development of internal tracking systems and business processes; creation and maintenance of program materials; coordination with internal and external stakeholders; and responding to internal and external inquiries for reporting requests.
Incentive program development and design: Lead the design, development, and deployment of incentive and pay-for-performance programs. This includes the development of new incentive programs to address organizational priorities, as well as evolution of existing pay-for-performance programs to improve efficacy, and to maintain alignment with other initiatives; and keeping current on industry standards and best practices.
Data management and analytics: Assisting with maintaining incentive-related datasets, as well as development of queries and reports used for incentive program modeling, generation of eligibility lists, performance measurement, performance reporting and incentive payments, and evaluation of incentive programs. The Incentives Program Manager should understand the capabilities and limitations of datasets used in incentive programs, work with collaborators, help complete analytic deliverables, and assist with quality assurance of incentive-related data products. This includes use of provider, member, encounter, HEDIS, and other data, including information covered by Health Insurance Portability and Accountability Act (HIPAA).

Designing program elements, workflow, and procedures consistent with programmatic goals and based on guidance from management; scheduling internal and external meetings; requesting data, reports, or other deliverables from internal departments and project collaborators; establishing cross-departmental project timelines with project collaborators.

Experience
Required:
At least 5 years of experience of project management in incentives or quality improvement programs for providers and members.
Preferred:
Prior professional experience (1+ years) in public health, health care, data management, or pay-for-performance is desired.
Prior experience in Medi-Cal, Medicare, and/or managed care, as well as experience with health care program evaluation and evaluation design is a plus
Skills
Required:
Strong organizational and communication skills are required.
Proficiency with Microsoft Excel and Access (including data management, queries, forms, and reports) is desired.
Excellent data management and analytic skills (including basic statistics or better) are desired.
Proficiency with Visio, MS Project, SAS and/or SPSS is desired.
Persuasion Skills: Persuade external agencies (vendors) to commit to program scope and to delivery of promised services in a timely fashion. Motivate team members and collaborators to complete tasks in high quality, timely manner. Facilitate meetings and encourage lively discussion.
