Job Summary
The Information Technology Development Operations Engineer III is responsible for the build, implementation, maintaining and improvement of enterprise DevOps solutions that support secure, scalable, and compliant software delivery.
This position plays a critical part in enabling digital transformation, ensuring operational resilience, and aligning Information Technology (I.T.) delivery with regulatory requirements in the health plan payer domain. The Engineer will lead efforts in Continuous Integration and Continuous Delivery (CI/CD) automation, infrastructure as code (IaC), observability, and cloud-native operations, working closely with development, infrastructure, and security teams.
Acts as a Subject Matter Expert (SME), serves as a resource and mentor for other staff.
Duties
Develop and maintain CI/CD pipelines to automate builds, testing, and deployments for enterprise applications across hybrid cloud environments.
Design, configure, and maintain cloud and on-premises infrastructure. Manage and monitor production environments to ensure high availability and performance.
Implement infrastructure as code using tools such as Terraform, Ansible, or ARM templates.
Automate deployment, configuration, and monitoring of applications and infrastructure.
Collaborate with cross-functional teams to embed DevSecOps practices into the SDLC.
Troubleshoot and resolve production issues, conduct root cause analysis, and implement solutions to prevent recurrence.
Lead DevOps initiatives for regulatory change requests, backlog items, and strategic projects.
Apply subject matter expertise in evaluating business operations and processes. Identify areas where technical solutions would improve business performance. Consult across business operations, provide mentorship, and contribute specialized knowledge. Ensure that the facts and details are correct so that the program's deliverable meets the needs of the department, organization and legislation's policies, standards, and best practices. Provide training and recommend process improvements as needed.
Build and maintain tools for deployment, monitoring, and testing. Develop dashboards and metrics to measure and improve performance, efficiency, and deployment frequency. Monitor system performance, availability, and security using observability tools (e.g., Prometheus, Grafana, Splunk).
Ensure alignment with HIPAA, HITRUST, CMS, and other healthcare regulatory frameworks.

Required:
At least 6 years of experience in DevOps, infrastructure automation, and/or cloud engineering
Experience with CI/CD tools (e.g., GitHub Actions, Azure DevOps, Jenkins)
Experience with containerization and orchestration (e.g., Docker, Kubernetes)
Preferred:
Experience in the healthcare payer industry.
Experience with cloud platforms (Azure, AWS, GCP).
Experience with service mesh, GitOps, or serverless architectures.
Skills
Required:
Strong scripting skills (e.g., PowerShell, Python, Bash).
Deep understanding of DevOps principles and SDLC.
Strong skills in software engineering and I.T. operations.
Expertise in automation, cloud platform, and a focus on improving development velocity and system reliability.
Strong analytical and complex problem-solving abilities.
Strong time management and organizational skills.
Effective communication skills including verbal, written and presentation; speaks clearly and persuasively in positive or negative situations.

Familiarity with Information Technology Infrastructure Library (ITIL) or SRE practices.
