Job Summary

The Lead PLSQL Developer is responsible for the architecture, development & integration, implementation and support of Enterprise-wide business critical applications. This individual will work closely with application developers (Oracle ML and PLSQL, JAVA/J2EE & PICK) and business analysts in creating functional and scalable applications from design and development through implementation for business clients. This position will support development and integration of new and existing business critical applications using primarily Structured Query Language (SQL), PLSQL, JAVA and Oracle RDBMS. The Lead PLSQL Developer is responsible for ensuring that all applications are robust, user friendly, well secured and seamless for expansion. This position has responsibility to provide technical leadership to the development team, assist the Accountable Manager in managing the technical risks for the overall program/ projects, and establish guidelines, best practices and standards that need to be followed by all members of the development team. This position ensures that documentation is created for system designs and modifications, and assist collaboratively in following the established software development life cycle procedures to develop, test and modify system software, utilities; support integrations with other applications by coding, reviewing, preparing test data, testing and debugging, in order to ensure that the developed software is robust and meets user functional and performance requirements. This position is responsible for the daily workflow and leading the work of assigned staff.  This role will mentor, coach, act as a resource and provide feedback on performance of assigned staff.

Duties

Mentor and guide other development team staff members, in mission application design, development, deployment, modification and enhancements, and operational capabilities utilizing SQL, PLSQL on back-end Oracle and other Databases.

 

Provide leadership and support for development/maintenance on Oracle Database & Web based Portal applications which include configuration, planning, deployment, tuning, database connections, security, monitoring, and troubleshooting.

 

Prepare short and long term plans to address infrastructure projects as well as support to and technical leadership for internal/external stakeholders.

 

Role model the importance of knowledge sharing and continuous learning through the following critical responsibilities.

 

Work closely with other Leads and recommend schedules for application server and database upgrades; assist in the planning and implementation of major software upgrades; adhere to change management procedures and methodologies.

Evaluate and seek solutions to production issues as well as new projects. Work closely with application developers in addressing Help Desk Tickets & production issues.

 

Manages complex projects, engaging and updating key stakeholders, developing timelines, leads others to complete deliverables on time and ensures implementation upon approval.

 

Leads the work of assigned staff; regularly assigns and checks the work of others, providing guidance, training and feedback on performance to department management.  Oversees the daily office workflow, develops and recommends enhancements to process and procedures.

Bachelor's Degree in Information Technology or Business Administration
In lieu of degree, equivalent education and/or experience may be considered.

Required:

Minimum of 6 years of experience in a technical function creating and maintaining databases for software applications.

 

At least 3 years of lead experience (process, program, or staff).

 

Experience in development and implementation of Integration solutions for business application across multiple platforms on Windows, UNIX O/S and Linux environments.

 

Extensive Oracle database and Application Server development experience with specific hands-on practices.

 

Must acquire and enhance technological expertise by becoming current with evolving systems, programming, analysis and database technology.

 

Preferred:

Experience and understanding of Managed Health-care Information systems, subsystems and applications.
