Job Summary

The Lead Structured Query Language (SQL) Reports Developer provides business insights, serves as the focal point for data review and remediation in peak work periods, and develops a range of complex formal reports for government entities. The Lead SQL Reports Developer will work closely with the Information Technology (I.T.) enterprise data warehouse and application development teams. The Lead SQL Reports Developer will represent the Department at key multi-disciplinary and technical meetings that impact the department's policies, procedures, and supporting technical systems. The Lead SQL Reports Developer will work with claims, member services, finance, and compliance departments to provide guidance and information on provider data related issues. The Lead SQL Reports Developer will develop expert level knowledge of the systems data structures in L.A. Care's three core systems and provide high level advice and guidance to management on systems development and data integration.

 

The Lead SQL Reports Developer will work with LA Care’s Information Technology and Compliance departments to submit a range of mandatory provider network reports for local, state, and federal government entities. These reports will require significant preparation, data integration from multiple data sources, review, and validation before L.A Care delivers them to the requesting entity. The complexity of the reports will require a thorough understanding of database systems, provider data, provider types, encounters, and experience with compliance reports in a managed care environment.

 

The Lead SQL Reports Developer will respond to inquiries for operational insights from a range of departments and will develop and test complex queries against two complementary, although separate databases. The Lead SQL Reports Developer will develop operational reports and metrics that support the PNO Department Key Performance Indicators (KPI).

 

The Lead SQL Reports Developer will act as the provider data Subject Matter Expert (SME) for requirements analysis, data analysis, data mapping, report development and testing, report modifications and documentation. The Lead SQL Reports Developer will develop and refine quality review programs to maintain the integrity and reliability of provider data. The SQL Reports Developer will be actively involved in resolving escalated issues interfering with the accurate and timely use of provider data throughout L.A Care and must have well-developed problem solving skills. This position will research, audit and analyze data that is of a highly complex level. Responsible for the daily workflow and leading the work of assigned staff.  This role will mentor, coach, act as a resource and provide feedback on performance of assigned staff.

Duties

Lead complex data reviews, develop complex formal reports and audit provider data.  Make or recommend ongoing changes to systems to better deliver provider data internally and externally.  Oversee the quality of all outbound files and data transfers.  Develop accurate formal reports to ‘C-level’ staff at LA Care and formal reports and audits to state and federal audiences.  Provide an audit trail for provider data and be able to review and respond to complex regulator data questions.  Develop and implement data improvement projects. Provide technical consulting and respond to error reports, problems and/or questions; Plan for backup and recovery of database information.

 

Lead data quality efforts and develop appropriate policy where needed.  Review the application of all provider data throughout the LA Care systems environment and seek lasting solutions.  Develop policy, procedures, and reports tailored to the various user groups at LA Care such as claims that identify provider issues, and moreover make recommendations as to how the issues could be resolved.

 

Prepare and deploy complex schema updates, data migration and ETL scripts. Undertake ad-hoc queries and develop reports to support the Department.  Allocate system storage and plan future storage requirements for the database.  Follow and contribute to team standards and utilize industry best practices.  Timely, relevant and actionable reports to frontline users and supervisors on provider data issues. Enroll users and design system security.

 

Manages complex projects, engaging and updating key stakeholders, developing timelines, leads others to complete deliverables on time and ensures implementation upon approval.

 

Duties Continued

Assist frontline staff to resolve provider data issues through an in-depth knowledge of the data and upstream and downstream processes. Guide and mentor business analysts and other report writers in the department and for those staff working on provider data at L.A. Care. Become a key resource that can actively contribute to the fault finding and resolution process when problems are identified with provider data.  Mentor and train staff so they learn, understand and able to navigate the complexity of provider data. Leads the work of assigned staff; regularly assigns and checks the work of others, providing guidance, training and feedback on performance to department management.  Oversees the daily office workflow, develops and recommends enhancements to process and procedures. 

 

Organize and attend meetings and present/discuss provider data, data schema, and systems with technical and business stakeholders.  Present the desired provider data view and ensure that provider data is being extracted and interpreted appropriately. When new requirements are uncovered, develop a plan to deliver provider data to the client (internal or external). Become a key member on data governance committees.

Bachelor's Degree
In lieu of degree, equivalent education and/or experience may be considered.

Required:

At least 5 years of direct experience developing complex reports derived from a SQL or Oracle databases in a Managed Care environment, which includes developing complex reports to external regulators and other entities.

 

Hands-on experience creating all key database objects – Tables, Views, Triggers, Indices, Stored Procedures, User Defined Functions, Dynamic SQL; Significant experience with SQL*Loader, TOAD, and Korn Shell programming.

 

Strong general Extract, Transform, and Load (ETL) / data integration experience; Experience developing/managing large-scale databases.

 

Have well develop project management skills and experience leading a project that improved data integrity.

 

Skills

Required:

Strong database performance tuning experience in a RDBMS environment.

Extensive knowledge on PL/SQL, SQL, SQL*Plus; Must have the ability to code complex PL/SQL packages, functions, and procedures; Proven ability in overseeing SQL & Oracle databases of 500+ GB in sizes.

Ability to design and develop the database based on established requirements, including modifying any existing SQL database structure as necessary; Ability to maintain application performance and scalability; focus on performance tuning SQL queries, table design, indexing, query plan analysis and SQL refactoring.

Ability to develop proactive working relationships with Providers and other managed care organizations in order to determine business and functional requirements and identify solutions to resolve needs.

Ability to provide architectural/database technical expertise to team concerning methods, procedures, and standards to be used during design and development phases.

Ability to develop technical documentation and operational procedures for areas of responsibility.

Ability to create test plans, test data sets and automated testing to ensure all components of the system meet specifications; Investigate and fix defects; pre and post-release.

Ability to troubleshoot/resolve complex database issues.

Proficient in database modeling & design with a focus on performance and scalability.

Excellent organizational skills with the ability to achieve results within tight deadlines.
