Job Summary

The Licensed Behavioral Health Clinician II provides clinical assessments, screening, and service recommendations and planning. This position works closely with care managers from the medical management team and service providers to develop an individualized plan for individuals living with Severe Persistent Mental Illness taking into account each member's strengths, goals, and needs. This position provides comprehensive clinical, psychological, and/or rehabilitative mental health recommendations to the interdisciplinary team. This position utilizes Evidence Based Practices as appropriate to assist and monitor clinical service relationships with entities providing behavioral health services to L.A. Care members. This position coordinates activities between L.A. Care staff, contracted physical and behavioral health providers, county Department of Mental Health and Public Health for carved out services, and health networks by providing clinical guidance and support when appropriate. This position represents L.A. Care and interacts with the County human and health services agencies, contracted organizations and providers, health networks, and other stakeholders in a manner that promotes collaborative working relationships and best quality of care coordination and services for members. The clinician undertakes special projects in conjunction with the Clinical Director of Behavioral Health, as assigned.

Duties

Coordinate and collaborate between contracted entities and L.A. Care departments for problem resolution, process improvement and service integration, including providing clinical consultations on resolving complex case management issues and serving on the treatment team.  Recommend strategies to enhance existing behavioral service networks as identified. 

 

Day-to-day clinical consultation and operation liaison with behavioral health contracted entities. Build, maintain, and enhance relationships with the various County agencies, providers, health networks, community-based organizations, and other key stakeholders.

 

Educate L.A. Care staff, health networks, providers and members on clinical issues, particularly in the areas of de-stigmatization, access  improvement, and member empowerment as well as available behavioral health resources through a variety of mechanisms, including the web, written materials, in-person trainings and educational events.

 

Assist the Behavioral Health department in fulfilling the departmental goals and mission, as assigned by the Behavioral Health  Director. Assist in implementing projects developed within the Behavioral Health Department.

Master's Degree in Clinical Psychology or Related Field

Experience

Required:
Minimum of 3 years clinical experience working with people with severe and persistent mental illness and/or homelessness, and/or substance use related disorders.

Skills

Required:
Strong verbal and writing communication and analytical skills.

 

Ability to communicate, motivate and collaborate with members, physicians, BHS providers, and staff from diverse functions to develop and follow through successfully with the individual care plans.

 

Ability to steer the applicable committees and Leadership teams on value of services for meeting needs of individual with behavioral health care needs. 

 

Ability to provide effective education to staff, physicians, specialty centers and hospitals on behavioral health care issues associated with behavioral health care management the and associated benefits of the management and coordination through this program.

 

Knowledge of Culture and needs of the socially and ethnically diverse population L.A. Care serves.   

 

Knowledge of Principles and practices of health care, health care systems, and managed care.  

 

Knowledge of Medi-Cal and/or Medicare benefits and regulations.

 

Knowledge of Health Plan, Hospital and Medical Group operations and strategies.

 

Knowledge of Community-based organizations, agencies and community services.

Board of Behavioral Services - Active, current, and in good standing License
