Job Summary
The Manager of Community Based Adult Services is directly responsible for the organization, direction and staffing of CBAS team.
Responsibility includes:
Ensuring that the CBAS Nurse Specialists provide support to L.A. Care interdisciplinary care teams (ICT) by attending ICT meetings as the CBAS subject matter experts (SME) and providing consultation regarding services available at CBAS centers.
Assigning CBAS Nurse Specialists to CBAS centers by Service Planning Areas (SPA) and taking into account the member census at each center.
Ensuring that the CBAS Nurse Specialists provide support to CBAS center multidisciplinary team (MDT) by being attending team meetings and providing consultation regarding services available at L.A. Care.
Expert with Federal and State regulations and waiver requirements concerning the CBAS program.
Maintain contact and develop relationships with governmental entities such as CDA and DHCS.
Maintain contact and develop relationships with CBAS business trade organization such as CAADS (California Association of Adult Day Services).
Monitoring the activities and productivity of CBAS Nurse Specialists.
Monitoring and reviewing state mandated reports.
Oversight of CBAS centers are in regulatory and accreditation compliance.
Ensuring all functions are operating in accordance with the organization's mission, values and strategic goals, are focused on continuous improvement; and are provided in a manner that is responsive and sensitive to the needs of L.A. Care's culturally diverse membership.
Duties
Assigns CBAS centers by Service Planning Areas (SPA) taking into account the member census at each center and level of CBAS Nurse Specialist staffing.
Daily supervision, monitoring and oversight of staff including training on other MLTSS, L.A. Care and community resources.
Supervise and monitor CBAS Nurse Specialist’s productivity by reviewing travel and productivity logs.
Develops and maintains active communication with contracted vendors. Provide training on L.A. Care, MLTSS and other benefits available to center participants.
Oversees and ensures program compliance with regulations and waiver requirements.
Assures appropriate departmental interface with utilization management, care management, provider network operations, quality improvement, clinical assurance, medical directors and physician advisers. Provides training to other departments regarding the L.A. Care benefit.
Maintain contact and develop relationships with CDA CBAS Branch and Department of Health Care Services (DHCS) Long Term Care Division staff.
Represents L.A. Care and participates at state level CBAS stakeholder meetings.
Maintain contact and develop relationship with California Association of Adult Day Services (CAADS). Represents L.A. Care and participates at CAADS events.
Develop and maintain a culturally sensitive work environment.
Perform other duties as assigned.

Experience
Required:
At least 6-8 yeas of work experience in management of programs for Long Term Services and Support.
At least 3-5 years of supervisory/management experience.
Experience with state Medi-Cal regulations and requirements.
Preferred:
Health Plan or IPA/Medical group that is a delegated model. Audit/Oversight and quality experience a plus.
Skills
Required:
Knowledge of Utilization Management and Case Management activities.
Excellent written and oral skills.
Strong problem solving, planning and organizational skills.
Persuasion skills: Ability to influence staff/other departments both internal and external to the organization to work together to ensure compliance, business processes and member/provider satisfaction and outcomes.
