Job Summary
The Manager, Community and Field Engagement oversees a team responsible for building and maintaining strong relationships with local communities, members, and partner organizations across Los Angeles County. This position leads strategic community outreach, executes grassroots outreach, health education, and engagement initiatives to increase awareness, understanding, and utilization of the health plan’s Medi-Cal, Medicare Dual Special Needs Plan (DSNP), and Covered California (CA) programs. This position ensures their team drives initiatives that enhance brand visibility, member education and trust within the community.
The Manager ensures field strategies align with organizational goals and regulatory requirements, including those impacted by federal and state legislation such as the One Big Beautiful Bill (HR-1), Medi-Cal redetermination processes, workforce readiness mandates, and changes to Covered California premium subsidies. This position and their respective team set the standard on how the organization shows up in neighborhoods, supports targeted outreach and gathers market insights to inform marketing, sales and product strategy.
As part of the broader community and field engagement strategy, the Manager leads broker channel engagement with Medicare, Commercial General Agency, and associated broker agent partners to achieve broker channel enrollment goals and develops strategic growth and retention initiatives. These initiatives include Independent Physician Association (IPA) and provider engagements, Federally Qualified Health Center (FQHC) and other key community-based organization partners.
Manages all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct reports. Participates and make recommendation on the department's strategic planning and/or long-term decision-making.
Duties
Develop and execute a comprehensive community engagement strategy to increase visibility and trust among diverse communities served by the plan. Lead and mentor team in planning, executing, and evaluating outreach activities and educational events. Collaborate with cross functional teams to ensure consistent messaging and adherence to all regulatory requirements. Integrate key policy and regulatory updates (e.g., redetermination outreach, HR-1 workforce implications, expiration of enhanced subsidies) into community education and staff training plans.
Establish and sustain partnerships with community-based organizations (CBOs), faith-based groups, schools, senior centers, and advocacy organizations. Oversee participation in community health fairs, enrollment events, and educational workshops that support members and the broader public in navigating Medi-Cal, DSNP, and Covered CA programs. Ensure culturally and linguistically appropriate engagement across LA County’s diverse populations. Partner with Enrollment and Retention teams to address barriers to coverage continuity, including member redetermination and renewal education.
Monitor field activities for compliance with Centers for Medicare and Medicaid Services (CMS), Department of Health Care Services (DHCS), and Covered California outreach and marketing guidelines. Track and report on event participation, member outcomes, and community feedback to measure effectiveness and identify improvement opportunities. Manage program budgets, ensuring efficient use of resources to achieve community impact objectives. Maintain up-to-date awareness of policy and regulatory changes impacting member education and engagement strategies.
Drive the enrollment growth/retention strategies that align with overall community outreach strategy including engagement with general agencies, brokers, provider offices and other community partners. Foster a collaborative, mission -driven culture aligned with the health plan’s community values.
Manage staff, and the day-to-day activities in the department and ensure the engagement of general agencies and field brokers as an integrated approach to the overall community and field engagement strategy. Participate in the department budgeting process. Responsible for hiring, scheduling, training, performance, corrective actions, mentoring, and developing team(s). Foster a culture of transparency, continuous improvement, accountability, and shared ownership of enterprise goals.
Manage complex projects, engage and update key stakeholders, develop timelines, lead others to complete deliverables on time and ensure implementation upon approval.
Responsible for budgeting, and policy implementation.

Experience
Required:
At least 5 years of experience in community engagement with Medi-Cal and Medicare Programs.
At least 3 years of leading staff or supervisory/management experience.
Business development experience in Medicare, Medi-Cal or Commercial products at a major health plan.
At least 2 years of experience with oversight of General Agent programs and associated with Medicare and State of California license requirements.
Proven sales track record.
Proven successful experience in development of strategic relationships with Independent Practice Association (IPA's) and providers.
Equivalency: Completion of the L.A. Care Management Certificate Training Program may substitute for the supervisory/management experience requirement.

Strong attention to details skills to ensure accuracy of information with the ability to initiate, track and follow projects or tasks through to completion.
Demonstrated strategic and consultative sales skills with the ability to provide convincing presentations and communications for a variety of internal and external audiences.
Ability to present well thought out strategies and plans in verbal and written formats for key stakeholders as required for annual planning and ongoing reporting.
Deep understanding of the industry, market dynamics, and organizational operations to identify opportunities and navigate challenges.
Strong ability and knowledge to analyze market trends, anticipate future changes, and develop long-term strategies that align with the company's goals.
Preferred:
Bilingual in one of L.A. Care Health Plan’s threshold languages is highly desirable. English, Spanish, Chinese, Armenian, Arabic, Farsi, Khmer, Korean, Russian, Tagalog, Vietnamese.

Financial Impact: This position is a primary driver of the membership growth for L.A. Care's direct lines of business. The Manager is responsible for the activation of the strategic plan with the contracted network for the attainment of enrollment objectives of the Health Plan, but not limited to, for Dual Eligible Specials Needs Medicare Advantage Plan (DSNP), Covered CA, L.A. Care Direct, PASC-SEIU and Medi-Cal product lines.
Travel to offsite locations for work.
