Job Summary
The Manager, Digital Communications is responsible for leading and executing L.A. Care’s digital communications strategy across all digital channels. This position ensures alignment with the organization’s strategic vision, business goals, National Committee for Quality Assurance (NCQA) standards, Section 508 accessibility, and regulatory requirements. This position manages front-end and back-end operations including content development, User Experience (UX) design, page creation, Search Engine Optimization (SEO) strategy, coding, development, and platform security in collaboration with internal and external stakeholders.
This position plays a critical role in strengthening L.A. Care’s reputation, elevating the member experience, advancing public health initiatives, supporting product, sales, and marketing initiatives, and cultivating meaningful relationships with members, providers, and community partners. The Manager also supports digital communications for Community Resource Centers, ensuring localized outreach efforts are aligned with broader organizational strategies. The Manager manages all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct reports.
Participates and makes recommendation on the department's strategic planning and/or long-term decision-making.
Duties
Develop and implement platform-specific digital strategies to support organizational goals, public health priorities, and community engagement. Ensure all digital platforms meet all regulatory standards and guidelines. Provide requirements and recommendations to internal stakeholders and third-party vendors. Collaborate with internal stakeholders to ensure secure, compliant, and scalable digital infrastructure. Stay ahead of digital trends, emerging technologies, and SEO best practices.
Oversee creation and publishing of content across websites, e-newsletters, and texting platforms. Lead UX design, page creation, and promotional calendar. Ensure consistent messaging across internal and external audiences, aligned with L.A. Care’s brand identity.
Support Community Resource Centers with localized digital content, outreach tools, and platform enhancements. Collaborate with departments to amplify product education, health initiatives and community programs. Foster authentic relationships with members and partners through digital channels.
Utilize analytics tools to regularly monitor performance across digital channels and touchpoints. Conduct regular usability testing to support business needs. Translate insights into actionable improvements to enhance user experience, engagement, and reach. Report on campaign impact, audience behavior, and platform performance.
Collaborate with external stakeholders to execute upgrades, campaigns, and platform enhancements. Provide consultation on design, development, and user experience for internal and external stakeholders. Provide leadership and perspective for adoption where appropriate. Represent L.A. Care on internal and external workgroups, coalitions, taskforces and initiatives that support L.A. Care’s program’s goals and objectives. Support crisis communications and public health alerts with timely and accurate digital messaging.
Manage staff, including, but not limited to monitoring of day-to-day activities of staff, monitoring of staff performance, mentoring, training, and cross-training of staff, handling of questions or issues, etc. raised by staff, encourage staff to provide recommendations for relevant process and systems enhancements, among others.
Oversee digital support for Community Resource Centers to ensure strategic alignment and localized impact.
Manage complex projects, engaging and updating key stakeholders, developing timelines, lead others to complete deliverables on time and ensure implementation upon approval.
Responsible for reporting, budgeting, and policy implementation.

Experience
Required:
At least 5 years of experience in digital communications, web development, or digital strategy.
At least 3 years leading staff or supervisory/management experience.
Experience leading teams, projects, initiatives, or cross-functional groups.
Experience developing and executing digital strategies that support public health, member education, or community outreach—preferably in healthcare, nonprofit, or government settings.
Experience managing front-end (UX, content, design) and back-end (development, security, infrastructure) operations.
Experience in analytics, SEO, and performance optimization.
Experience ensuring projects meet stated objectives and are completed on time and within budget.
Equivalency: Completion of the L.A. Care Management Certificate Training Program may substitute for the supervisory/management experience requirement.
Preferred:
Experience working with Drupal content management system.

Strong writing, editing, and digital storytelling skills to craft compelling, audience-focused content across platforms.
Expert in content management platforms, analytics software, and industry collaboration tools.
Knowledge of HTML.
Understanding of accessibility standards, Health Insurance Portability and Accountability Act (HIPAA)-compliant communications, and digital best practices in healthcare settings.
Understanding of UX and design best practices.
Familiarity with project tracking tools such as Podio or Jira.
