Job Summary

The Manager, Provider Partnerships, on the Safety Net Initiatives (SNI) Enhanced Care Management (ECM) Team is responsible for staff management and to oversee projects that will help improve both the managed care performance of the L.A. County safety net and the health of vulnerable L.A. Care members.  This position is responsible  for  fulfilling a broad range of analytical, planning, engagement, and implementation functions.  The Manager works  on projects from the point of conceptualization up  to the implementation stages, and responsible for resolving complex problems. This position will oversee  Program Managers as they initiate and develop strong interpersonal relationships with both internal L.A. Care staff and external business partners in order to facilitate joint decision-making and successful project implementation.  The Manager supports the Director in the development of strategy and solicits feedback from contracted providers.  Collaborating with the Safety Net Initiatives team, the Manager will help L.A. Care and its safety net provider partners work together to achieve the triple aim of better health quality outcomes, better patient experience of care, and lower cost of care.

Duties

Staff and Project Management:  Oversees all aspects of running an efficient  team, including hiring, supervising, coaching, training, disciplining, and motivating direct-reports.  Supervises staff project assignments, ensure progress is being made, deliverables/action items are on schedule and support staff with project risk mitigation by addressing any issues that may lead to delays or project non-compliance.  Meets with team members on a regular basis, at least bi-weekly, to review project progress and to review project next steps.  Coaches team members on project development and execution activities.  Provides team members guidance on alternative methods to address challenging issues. 

Critical Thinking & Problem-Solving: Formulates and proposes recommended solutions/ options to address moderately complex operational and programmatic challenges in the safety net, with limited guidance from Director.  

Accountability:  Under direction of the Director, takes responsibility for successful development, planning, and execution of projects, from initial concept to implementation stage, with moderate guidance and supervision from Director.

Stakeholder Engagement: Initiates engagement of existing internal and external business partners colleagues, to jointly problem-solve complex member and provider issues.  Facilitates constructive dialogue among internal and external stakeholders to ensure problems are properly assessed, analyzed and resolved, with limited guidance and supervision from Director.

Relationship Building: Maintains strong positive working relationships with internal L.A. Care management staff.  Through both office and field-based activity, serves as liaison with external business partners, including ECM community based providers, in order to facilitate mutual collaboration in strategic and operational efforts to fulfill program goals, improve quality of care and costs with limited guidance and supervision from Director.

Education Required

Bachelor's Degree in Public Health or Public Policy
In lieu of degree, equivalent education and/or experience may be considered.

Education Preferred

Master's Degree in Public Health or Public Policy

Experience

Required:
With Bachelor's Degree:
5-7 years of customer service experience with the demonstrated experience on the following list of stated knowledge/ experience and or skills and at least 3-4 years of lead and/or supervisory experience in a health care customer service environment.

Experience building relationships with organizations and business partners.

Preferred:  
With Master's Degree: 
3 years work experience in health care or a related field, doing problem solving, policy, and/or project implementation.

Experience working directly with Los Angeles Safety Net providers (including physical health, behavioral health, homeless services, and/or other Community-Based Organizations)

Managed care experience.
 

Skills

Required:

Demonstrated ability to synthesize and analyze qualitative and/or quantitative data.

Knowledge of health care operations or health care systems and its impact on the Safety Net.
