Job Summary

The Manager, Information Technology Solutions Delivery Development is responsible for managing Development staff to meet architecture, integration and implementation standards. The Manager ensures the team effectively and efficiently provides support for the Enterprise-wide business critical applications. This position oversees and supervises Application developers and business analysts in creating functional and scalable applications from design and development through implementation for business clients. This position supports development and integration of new and existing business critical applications. The Manager is responsible for ensuring all applications are robust, user friendly, well secured and seamless for expansion. This position requires expert knowledge in Application design, development, performance tuning and ensuring availability.

 

This position provides technical leadership and supervision to the development team, assist the Accountable Domain Manager in managing the technical risks for the overall program and projects, and establish guidelines, best practices and standards that need to be followed by all members of the development team. The Manager ensures the team effectively and efficiently applies their knowledge in software applications development and database administration. This position ensures documentation is created for system designs and modifications, and encourage the team members to assist collaboratively in following the established software development life cycle procedures to develop, test and modify system software, utilities; and support integrations with other applications by coding, reviewing, preparing test data, testing and debugging, in order to ensure the developed software is robust and meets user functional and performance requirements. This position manages all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct-reports.

Duties

Manage and provide leadership and support for development/maintenance of Oracle Database, SOA, Web based Portal applications which include configuration, planning, deployment, tuning, database connections, security, monitoring, and troubleshooting.

Prepare short and long term plans to address infrastructure projects as well as support to and technical leadership for internal/external stakeholders.

Role model the importance of knowledge sharing and continuous learning through the following critical responsibilities.

Work closely with Leads and Supervisors, recommend schedules for application server and database upgrades; manage the planning and implementation of major software upgrades; adhere to change management procedures and methodologies.

Manage, evaluate and seek solutions to production issues as well as new projects. Work closely with application developers in addressing Help Desk Tickets & production issues.

Lead Center of Development Excellence team (consisting of Developers located across Solution Delivery Domains) to develop technical talent, identify learning gaps, ensure consistency, implement best practices and create Consultant oversight model (on/offshore).

Manage staff, including, but not limited to: monitoring of day to day activities of staff, monitoring of staff performance, mentoring, training, and cross-training of staff, handling of questions or issues, etc. raised by staff, encourage staff to provide recommendations for relevant process and systems enhancements, among others.

Education Required

Bachelor's Degree in Information Technology or Computer Science
In lieu of degree, equivalent education and/or experience may be considered.

Education Preferred

Master's Degree in Information Technology or Computer Science

Experience

Required:

Minimum of 6 years of experience in a technical function leading the creation and maintenance of software applications.

 

At least 4 years leading staff or supervisory experience in the development and implementation of integration solutions for business applications across multiple platforms on Windows, UNIX O/S and Linux environments.

 

Equivalency:  Completion of the L.A. Care Management Certificate Training Program may substitute for the supervisory/management experience requirement.
