Job Summary

The  Manager of Talent Acquisition develops, manages and implements recruitment tactics for a wide range of positions designed to attract and engage a highly qualified, committed, and driven workforce to embody and promote L.A. Care's mission and vision towards achieving the organization's goals. Working closely with hiring managers and designated staff, the Manager collaborates with HR Business Partners and Total Rewards for recommended revisions to position descriptions and requirements to attract best-qualified candidates. You will manage a team of Talent Acquisition Advisors (Recruiters), job requisitions, data integrity in the ATS, continuously identify sources for qualified candidates, implement recruitment plans, screen applicants, review reference checks, develop and extend offers, and assist with onboarding new hires. 

 

You will manage our Talent Acquisition Liaisons overseeing recruitment processes and systems, tools and resources, workforce planning, our Contingent Workforce (CW), and reporting and analytics.  You'll also project manage search timelines and execute recruitment-related initiatives, vendor administration and ensure that hiring managers and job candidates are provided with kid-gloves level excellent customer service by leveraging operational parts of the recruitment life cycle. You will additionally meet required individual and team recruitment goals, while following all external and internal regulatory laws, policies, and processes related to recruitment. 

 

The Manager will need to be an experienced recruiter who has managed heavy requisition volume and well-networked and connected. The Manager will provide guidance, advice, and support to the Talent Acquisition team in the areas of process improvements and daily operations as directed under the supervision of the Senior Director of Talent Strategy. 

Duties

Manage the Talent Acquisition team in daily operations, process improvement projects, implementations, job fairs, and other Talent Acquisition-related activities under the direction of the senior Director of Talent Strategy. Responsible for hiring, orientation, training, onboarding, performance assessments, mentoring, and corrective actions for staff team members. Ensure compliance with all federal, state and local employment laws.

 

Design, develop, and maintain recruitment processes, including assisting with position descriptions, regular metrics and outcomes reporting, gap analysis and problem solving. Provide information for reporting on a regular basis, including maintaining accurate recruitment metrics and managing service level agreements and processes.

 

Work with HR Business Partner, management teams and Total Rewards in refining job functions and requirements for competitive recruitment, propose edits for job descriptions. Assist and train management in necessary processes and procedures to assure timely processing of candidates.

 

Design the selection matrix for choosing the optimum recruitment channels and resources.  Creatively source candidates through a variety of recruitment methodologies (Internet, professional associations, networking, etc.). Oversee the screening of candidates to determine the best qualified candidates and best fit for all open job requisitions. Ensure background checks and reference checks on all New Hires are completed.

 

Develop recruitment plans to proactively meet future needs of departments, and assure a healthy pipeline and flow of candidates, whenever needed.

Education Required

Bachelor's Degree
In lieu of degree, equivalent education and/or experience may be considered.

Experience

Required:
At least 5-7 years of recruitment-related experience.

At least 3-4 years supervisory experience.

Knowledge and experience using applicant tracking systems to monitor requisition and applicant activity.
