Job Summary

The Paralegal II provides support on all aspects legal matters handled by the department, which may include: 1) support on all  phases of litigation (including  pre-litigation and arbitrations), 2) transactional support (including  support on contractual documents and agreements), and regulatory matters under moderate supervision by  an attorney. 

The paralegal researches and analyzes law, investigates facts, conducts and coordinates document collections, and prepares and maintains legal documents for review, approval, and use.  In carrying out these duties, the Paralegal will communicate with various intra-company departments and external contacts (including outside counsel), prepare business correspondence and reports, and assist with the organization and maintenance of Company documents and department files. 

The Paralegal will be moderately supervised by attorneys on legal matters, and will be required to utilize independent judgment and make recommendations to legal staff on a variety of matters. 

Duties

Legal Research and Analysis: 
Research, monitor, update, and maintain current knowledge of developments in federal and state legislation, rules, regulations, and industry guidelines .

Perform factual investigation and research.

Analyze data and write reports as requested.

Prepare and maintain documentation pertinent to L.A. Care's managed care licensure; ensure timely preparation and submission of all documents required to maintain such licensure. 

Facilitate Policy and Procedure review to maintain compliance with regulatory agencies. 

Under supervision of department attorneys prepare, review, proofread, compile, and summarize a variety of legal correspondence involving regulatory filings and matters related to the normal functioning of the department or other ongoing administration of existing cases or orders.

Administrative: 
Organize, maintain, and update departmental files.

Prepare legal documents for review, approval, and use by attorneys, as requested.

Provide administrative assistance as needed ranging from taking messages to drafting letters, scheduling meetings, typing and projects as requested.

Perform other duties as assigned.

Associate's Degree
In lieu of degree, equivalent education and/or experience may be considered.

Experience

Required:
At least 0-2 years of paralegal experience in a fast-paced complex office setting, working with multiple priorities under deadline pressures.

At least 2-3 years experience in law firm, corporate legal or government legal department. 

Preferred:
At least 2-3 years of paralegal experience in corporate, law firm or government setting handling complex assignments relating to regulatory, public law or health care issues; litigation support on cases remaining to employment and/or health care matters.
 
Experience in highly regulated industry. 

Prior experience, working knowledge of public agencies regulatory requirements (e.g., Brown Act, California Public Records Act, Form 700s, conflicts laws.) 
 

Skills

Required:
Should be knowledgeable in the use of legal research software. 

Attention to detail and strong organizational skills. 

Must be proficient in the use of personal computers and supporting software in a Windows based environment. 

Works as part of a team and is highly collaborative. 

Excellent communication and writing skills.

Self-starter with multi-tasking abilities. 

Must be proactive and accountable.

Preferred:
Bilingual in one of L.A. Care Health Plan’s threshold languages is highly desirable. English, Spanish, Chinese, Armenian, Arabic, Farsi, Khmer, Korean, Russian, Tagalog, Vietnamese.
