Job Summary

The Pharmacy Quality Project Manager will be responsible for the day-to-day and longitudinal management of projects surrounding the quality of pharmacy care and pharmacy quality metrics for Medicare, Medi-Cal, and commercial lines of business. This position will report to the Manager of Clinical Programs in the Pharmacy & Formulary Department.

The Pharmacy Quality Project Manager would track the growing repertoire of interventions targeting these metrics, which will continuously adapt and evolve over time in order to maintain high scores. This position will continuously monitor on a frequent and regular basis the overall performance in all pharmacy metrics in order to promptly and efficiently pivot or modify any existing interventions or implement new interventions. Interventions carried out by internal staff will need regular assessment upon completion for successful outcomes, and interventions carried out by external vendors must be assessed for return on investment (ROI). Furthermore, new interventions initiated with external vendors would require coordination of contracting with other internal departments and, if necessary, be vetted through a request for proposal (RFP) process. 

Duties

Help design and implement strategic projects. Conduct research and analysis and coordinate projects in support of Health Services. Assume a lead project management role for new initiatives or lines of business for Health Services.

Conduct feasibility study, cost benefit analysis, and program plan for new initiatives or activities consistent with the strategic goals of the organization to meet organizational goals and objectives.

Facilitate dialogue between both internal staff and external stakeholders regarding process and quality improvement activities. Develop and implement process improvements within Health Services and between Health Services and other key departments within L.A. Care. This involves direct engagement and interaction with designated staff in the respective departments.

Develop and maintain identified program documentation required to operationalize projects and
key initiatives (e.g. charters, project scope, business requirements, detailed work plans, evaluation tools, program evaluations, etc.); maintain organized documentation systems to manage the assigned projects. Ensure projects adhere to work plans and associated timelines.

Actively identifies opportunities and makes recommendations to health services leadership to improve the quality effectiveness and efficiency of health services functions and organization-wide functions. Independently recommend innovative and thoughtful process improvement solutions.

Work with Health Services to develop and refine metrics relevant to the department; work closely with Health Services business analysts and staff to develop effective data collection methodology and tracking to evaluate effectiveness of projects; track and report on project outcomes. Ensure that Department is in compliance with State, Federal, and NCQA regulations.

Duties Continued

Vendor management: Lead RFP development, execution and completion including contract negotiations, vendor management, and oversight. Responsible for the extensive writing of memos and motions to assure approval by L.A. Care's Board. Monitoring contract and budget amount of invoices to ensure money spent is within budget and contract amount.

Responsible for writing white papers, manuscripts, grant applications, and other relevant  materials/communications pertinent to the Department; assist in designing Health Services training and outreach efforts for both internal staff and external stakeholders.

Perform other duties as assigned. 

Education Required

Bachelor's Degree in Health or Business related field
In lieu of degree, equivalent education and/or experience may be considered.

Experience

Required:
A minimum of 3-5 years experience in successful project management.

Preferred:  
Experience with pharmacy health care program design, implementation, and evaluation. 
Knowledge and experience with project management software (e.g., Jira/Atlassian). 

Skills

Required: 
Strong qualitative and quantitative analytic skills. 

Excellent written and verbal communication skills. Strong interpersonal communication skills with the ability to effectively work with staff at all levels of the organization.

Proficiency with Microsoft Office tools including Word, Excel, PowerPoint and Project databases (Access, etc.). 

Must be detail-oriented, energetic, self-motivated and be able to collaborate well within teams.

Ability to lead project team, meet or exceed deadlines and work with other dependencies outside the department related to the project. 

Knowledge of regulatory requirements for Medicaid, Medicare, and NCQA standards.
