Job Summary

The Enterprise Portfolio Management Office (ePMO) is accountable for intake, execution, and managing the oversight of strategic programs and projects approved and budgeted by L.A. Care (LAC) Leadership and the Board of Governors. These programs and projects span multiple functions and departments, and are enterprise investments in infrastructure and process excellence. The portfolio, program, and project management resources within the ePMO are uniquely positioned to support business units in the planning and delivery of large-scale programs and projects.

The Project Manager I works under the direction of a senior leader and according to the instructions provided to 1) ensure internal projects are completed on time, within scope and within budget with the highest level of quality possible; 2) conduct portions of larger strategic initiatives OR small to medium sized projects using project management principles such as, but not limited to, risk management, stakeholder analysis, communication planning, and project scheduling; 3) conduct project reviews, assessments, financial reviews, status reporting and project health checks to name a few; and 4) may be assigned to assist with internal projects including onboarding, process improvements, training material updates and other internal initiatives necessary to support the Information Technology  (IT) Program Delivery team.

The Project Manager I maintains accurate project execution data within the PPM systems and ensures all project artifacts are centralized within the appropriate project site document repository.  Provides timely and accurate status reports and ensures issues are properly managed, escalated and resolved within  a timely manner.  The Project Manager I is accountable for facilitating the definition of project scope, goals, benefits, deliverables, project tasks and needed project plan inputs.  This role is also develops full scale project plans using the System Development Life Cycle (SDLC) methodology.

The Project Manager I ensures high quality, consistency and standardizes documentation leveraging best practices as identified.  The Project Manager will ensure required artifacts are submitted.

Duties

Manages smaller projects and initiatives. Develops, manages, and maintains the project plan, schedule, resources, and ensures project artifacts are centralized in the appropriate document repository; identifies and tracks risks, assumptions, issues, dependencies and decisions; provides timely status reports and proactively escalates issues for resolution; performs project reviews and drives continued progress for project success.  Develops strategies for achieving project goals and realigns strategies to account for unforeseen challenges.  Monitors, assesses and adopts best practices to increase productivity, manages change and resolves issues and manages small to medium scale, diverse projects.
 
Optimizes project governance by working with the over-arching infrastructure, processes, and procedures to accomplish objectives including establishing metrics of success and deliverables on projects.
 
Responsible for scheduling, cost tracking/budget, resource management allocation and utilization, project component integration and supporting project performance. Manages projects to achieve continuous alignment with the organization’s goals and objectives.
 
Responsible for collaborating with work teams accountable for on-time delivery of assigned scope within baselined schedule, and costs/effort. 
 
Responsible for appropriate change management practice in partnership with stakeholders and delivery work teams to accurately and timely reflect project change controls and process timely within L.A. Care's governance framework. 
 
Ensures status reports are submitted for review and approval in an accurate and timely manner. 

Oversees small project or portions of larger projects, and may have responsibility for all aspects of the project over the entire project life (initiate, plan, execute, control, close). Familiarizes with project scope and objectives, as well as the role and function of each team member, to effectively coordinate the activities of the team.

Bachelor's Degree
In lieu of degree, equivalent education and/or experience may be considered.

Experience

Required:

At least 3 years of experience in a small to medium projects or components of larger projects in a project management office or in project management related role.

 

Preferred:

Experience working within a Managed Care Organization, top 10 management consulting role in Healthcare industry or strong experience in Medicaid and Medicare managed care.
