Job Summary

The enterprise Portfolio Management Office (ePMO) is accountable for intake, execution, and managing the oversight of strategic programs and projects approved and budgeted by L.A. Care (LAC) Leadership and the Board of Governors. These programs and projects span multiple functions and departments, and are enterprise investments in infrastructure and process excellence. The portfolio, program, and project management resources within the ePMO are uniquely positioned to support business units in the planning and delivery of large-scale programs and projects.

 

The Portfolio Delivery team is responsible for ensuring the timely execution of programs and projects on the enterprise portfolio developed in support of LACs strategic direction. The Project Manager II, Portfolio Delivery (Project Manager II) is responsible for managing all aspects of assigned projects leading project teams in creating project level artifacts as defined by the ePMO Shared Services.  Such artifacts may include, but not limited to; definitive Plan of Record, scope statement, delivery schedules, risks & issues logs, resource plans, and communications plans. 

 

The Project Manager II is responsible for maintaining accurate project execution data within the PPM systems and ensuring all project artifacts are centralized within project site document repository and must provide timely and accurate status reports and proactively escalate issues for resolution; The Project Manager II is accountable for leading project objectives cross-functionally, by facilitating the definition of project scope, goals, benefits and deliverables, defines project tasks as well as develops full scale project plans utilizing the Systems Development Life Cycle (SDLC) methodology.

 

The Project Manager II ensures high quality, consistent, and standardized documentation of projects  leveraging best practices identified by the ePMO Shared Services function. The Project Manager II is responsible to ensure required artifacts are submitted accurately, timely, and to a sufficient level of detail needed to define program deliverables (what, why, how, when, how much). 

Duties


Manages a portfolio of assigned projects. Develops, manages, and maintains the project plan, schedule, resources, and project artifacts (what, why, how, when, how much); supports centralized document repository; identifies and tracks risks, assumptions, issues, and dependencies; provides timely status reports and proactively escalates issues for resolution; performs project reviews and drives continued progress for project success.

 

Leads others to successfully complete project deliverables on time, within scope and on budget by ensuring that all project execution toll-gates required by PACE are followed. Optimizes project governance by working with the over-arching infrastructure, processes, and procedures to accomplish objectives including establishing metrics of success and deliverables.

 

Responsible for scheduling, cost tracking/budget, resource management allocation and utilization, project component integration and supporting program performance. Manage projects to achieve continuous alignment with the organization’s strategic plans and objectives.

 

Ensures executive summaries are submitted to the Leadership Team for review and approval in an accurate and timely manner. Upon Leadership approval, manages the creation of definitive project execution plans.

 

Responsible for holding project work teams accountable for on-time delivery of assigned scope within baselined schedule, and costs/effort. 

 

Responsible for appropriate change management practice in partnership with stakeholders and delivery work teams to accurately and timely reflect project change controls and process timely within L.A. Care's governance framework.

Experience

Required:

At least 5 years in Project Management within a Managed Care Organization or Top 10 management consulting role in Healthcare industry.

 

Experience facilitating complex decision making among multiple executive stakeholders with different interests and priorities.

 

Experience in managing, motivating, mentoring staff and conflict resolution. Knowledge of managed care health insurance industry with preference given to applicants with strong experience in Medicaid and Medicare managed care.

Proven ability to understand healthcare technology architecture and application landscape by functional area.

 

Proven ability to apply an enterprise project management methodology and framework (i.e. PACE).

 

Ability to engage all project stakeholders and work teams within L.A. Care's established delivery methodology framework (PACE).
