Job Summary

The Product Solutions Manager III is responsible for assisting the product leadership team within the commercial and group business unit and the enterprise in bridging the gap between the current Covered CA state exchange and required transformation to future state alternatives. Consider changing regulatory/legislative and market environment to drive desired business performance levels to balance short-term business needs with long-term innovative solutions to ensure that our change journey produces desired results in preservation of our enterprise mission. Work with management to identify and implement varied products, programs and plans that support achievement of business unit goals and objectives that align with and support enterprise strategic directions. Responsible for working with management to identify and implement varied projects, programs and plans that support achievement of business unit and organizational goals. 

Duties

Responsible for defining product strategy and positioning. Drive design, feasibility and definition of new innovations and manages the ongoing evolution and strategic direction of commercial and group product portfolios.

 

Conduct cost/benefit analyses, needs assessment and data analysis in order to align strategy, design and business solutions with business objectives. Opportunity Assessment and Market research. Build support for business strategy, change or enhancement across the organization. Leads and documents requirement sessions/JAD sessions.

 

Develop and design processes and product requirements that support business needs. Design methods for integrating function and process including applicable dependencies on assigned projects including core business transformation initiatives.

 

Orchestrate, plan and execute end to end cycle strategy, development and implementation efforts for Commercial and Group Line of Business and their products (on / off exchange). 

 

Identify potential risks, project charge, and scope. Design appropriate mitigation and contingency plans.  Lead efforts to identify best practices to drive product integrity and efficiency. Drive due diligence and requirement analysis required for roadmap creation, scope and execution for enhancements and/or product cycle implementations.

 

Assess market strategy white papers, Legal memos, legislation/mandate language and/or Exchange model contract and provides an impact recommendation, feasibility and execution plan.

Education Required
Bachelor's Degree
In lieu of degree, equivalent education and/or experience may be considered.
Education Preferred
Master's Degree in Public Administration or Related Field
Experience

Required:
At least 5-7 years of relevant experience in product development/management,  marketing or equivalent combination of education and experience; degree in Business, Finance, Economics, Healthcare or Public Health preferred.

 

Working knowledge of the company’s healthcare products, functions and regulatory guidelines.

 

Excellent written and verbal communication and presentation skills.

 

Ability to serve as member on cross-functional implementation or project teams.

 

Ability to interpret data sets and forecast future revenue streams.

Skills

Must have deep knowledge and ability to apply principles of the product development life cycle (PDLC) discipline and process for development and implementation of new products and/or enhancements.

 

Requires deep knowledge of product development life cycle discipline.

 

Knowledge of product management and strategic planning concepts.

 

Must be familiar with regulatory guidelines governing product lines; leads regulatory filing process for new/custom product initiatives.

 

Able to use advanced features of MS Office including Excel, PowerPoint, Word, MS Project, Visio and Access.
