Job Summary

The Safety and Security Program Manager III manages the development and administration of programs and projects that impact workplace safety compliance, emergency preparedness & response, business continuity management, threat management (internal/external), and the physical security plan & program at all L.A. Care’s facilities including but not limited to Corporate Offices and all Family/Community Resource Centers. Program Manager III manages security policies and procedures cross functionally across the L.A. Care enterprise. Primary duties include independently performing research, analysis, operational and conceptual problem solving, building internal/external partnerships, and project planning, implementation and monitoring. The Program Manager III works with Senior Leadership to solve complex and/or high level issues affecting L.A. Care employees, vendors and members.

 

Acts as a Subject Matter Expert, serves as a resource and mentor for other staff.

Duties

Subject Matter Expert independently utilizing critical thinking & problem solving to formulate and propose solutions/options to address complex operational and programmatic safety and security challenges affecting the L.A. Care enterprise at the downtown administrative offices and community resource centers in the many locations throughout Los Angeles County.

Independently manage the development, planning, and execution of complex projects from initial concept to implementation.

Manage the delivery of safety & security tactical and operational programs for all employees and all buildings enterprise wide, including physical security, crisis management and incident response. Physical security responsibilities include access controls, alarm monitoring/response, surveillance camera systems, security breach investigations, special event security planning and management of the emergency mass communication notification system.

Manage applicable Environmental Health and Safety programs; audit program requirements and lead training for Automated Electronic Defibrillators (AED), Sharp Containers, Battery Recycling program, Injury and Illness Prevention Program (IIPP), Fire Code Regulations, maintain the enterprise Safety Data Sheets (SDS), Cal-OSHA 300 Injury log, and conduct research to create the approved workplace chemical list.  Ensures review of existing EH&S programs and creation of new programs as necessary to improve the health and safety of employees; including specific Emergency Action Plan's (EAP) for all L.A. Care locations.

Independently manage RFP processes to negotiate, draft and manage safety and security vendor contracts including but not limited to alarm monitoring, security guards, video surveillance, fire sprinkler monitoring, physical access hardware/software, hazardous waste disposal, emergency food supplies, first aid, etc.

Manages, in collaboration with key stakeholders, drills for compliance with safety protocols, disaster recovery, and business continuity.
 

Duties Continued

Works with local, state and federal regulatory, law enforcement authorities to respond, manage and resolve emergency response calls, regulatory compliance, security threats and coordination/sharing of information.

Works closely with internal departments for planning of special events on-site or at remote locations.

Administers the compliance with applicable occupational safety laws, labor codes, rules and regulations regarding OSHA, Cal-OSHA health and safety regulations (title 8), Kari’s Law Section 506 of RAY BAUM’S Act for 911 calls and  conducts workplace accident investigations, reporting as required by law  and implementation of corrective actions.

Manage and implement a comprehensive enterprise wide safety program by managing the disaster recovery and business continuity programs with Compliance and IT.  Manages the enterprise emergency preparedness to respond to workplace emergencies and disasters including fire, earthquakes, terrorist attack, etc. by maintaining emergency response written procedures and recruiting, training, and overseeing the floor wardens and emergency response teams.   

Develops learning objectives, creates materials and conducts employee trainings to small and large groups for safety and security including First Aid, CPR/AED certification, Management of aggressive behavior workshops, active shooter civilian training program and other trainings as required. 

Develop and maintain relationships with local law enforcement, industry work groups, and community peers to remain informed of local security incidents and determine the potential impact to LA Care property and employees and communicate to leadership as necessary. 

Applies subject expertise in evaluating business operations and processes. Identifies areas where solutions would improve business performance. Consults across business operations, providing mentorship, and contributing specialized knowledge. Provides training (sourcing, process improvements, etc.) and mentor junior level staff, department interns, etc. as needed.

Education Required

Bachelor's Degree
In lieu of degree, equivalent education and/or experience may be considered.

Required:

A minimum of 5 years of experience administering Occupational Safety and Health Administration (OSHA) laws and regulations; Federal, state and local laws and regulations related to Health, Safety and Security with 5 years of experience in training safety and security.   

 

Knowledge and experience in accident and incident reporting and investigation.
