Job Summary

Senior Associate General Counsel General Legal Services (GLS) serves as a part of the leadership team of the Legal Services Department and serves as the  lead attorney for the General Legal Services Unit. In collaboration with other senior Department leadership, the position manages and directs under the general oversight of  the General Counsel in planning, organizing and managing the Department to support L.A. Care's achievement of its mission and goals by enhancing the effectiveness of the Department; assuring that the Department's priorities reflect those of our client business units; and identifying, assessing and proposing appropriate mitigation for various legal land compliance risks. This position is responsible for administration of the GLS unit, providing direction and evaluation of staff and appropriate use of resources including use of outside counsel. In addition, this position also serves as a subject matter expert leading the unit to provide advice about applicable regulatory/compliance/contractual requirements impacting L.A. Care's public entity status, dispute resolution activities, vendor contracting issues, and human resources support.  At the direction of or in the absence of the General Counsel, this position will serve as the leader of the Legal Services Department. 


Under the oversight of the General Counsel, the position is responsible for direction of the General Legal Services unit including: 1) development and execution of annual  Legal Services Departmental goals which link directly to L.A. Care organizational goals, 2) providing advice and counsel to the Board and senior management as requested, 3) assuring effective functioning of Department thru providing recommendations on budgets and resource allocations.


Provides management of GLS unit by: 1) developing a team centered environment, 2) providing oversight of staff including but not limited to hiring and orientation, 3) completing evaluations, work load assessments, coaching and professional enhancement support, 4) identifying and implementing process improvements.


Serves as leadership to GLS unit including: 1) provides counsel and functions as a subject matter expert regarding applicable regulatory/compliance/contractual requirements impacting L.A. Care's general operations including, but not limited to public entity status, dispute resolution activities, vendor contracting issues, and human resources support, 2) prepares/review legal documents, policies, contracts and other required oral or written materials, 3) works in collaboration with internal and external teams to develop and implement creative, responsive, flexible and compliant solutions that achieve business unit goals and 4) arrange for and oversee provision of legal and other related services by outside counsel or other appropriate vendors 5) oversees the development and implementation of policies, procedures, strategic plans, systems and related initiatives within the scope of GLS. 6) works closely with Human Resources, Compliance and Special Investigative Unit. 7) Provides guidance, develops and implements training programs and recommendations concerning matters within the scope of GLS.


Oversees the formulation and implementation of short-term and long-term goals and plans to improve the efficiency and efficacy of the General Legal Services Unit.


Performs other duties as assigned.

Education Required

Juris Doctor Degree or Doctor of Law Degree (J.D.)

Education Preferred


At least 8 years law firm, corporate or government entity legal experience where positions held required significant responsibility with focus on legal, regulatory and contractual requirements applicable to L.A. Care and its affiliated organizations.


At least 10 year supervisory/management experience.


Knowledge and experience focused on legal, regulatory and contractual requirements applicable to California public entities, human resources functions, vendor contracting functions and dispute resolution/litigation activities.


Ability to lead, influence and interact with leaders, and a diverse set of stakeholder.


Energy and interest in becoming knowledgeable about the context within L.A. Care operates.  


Advanced written, verbal and interpersonal communication skills.


Strong analytical and interpersonal skills and cross-cultural competencies.


Highest level of integrity, professionalism, accountability,  excellent judgment  and the ability to make difficult decisions quickly.
