Job Summary
The Senior Director, Compliance Delegation Oversight is responsible for leading L.A. Care’s overall Delegation Oversight strategy. The Senior Director partners across the organization to ensure that all delegated entities comply with contractual and regulatory requirements, and that L.A. Care maintains effective oversight of delegated functions. The Senior Director collaborates with cross-functional departments, and other stakeholders to align oversight activities, mitigate risk, and ensure accountability.
The position provides enterprise-wide strategic direction for Delegation Oversight, including frameworks for monitoring, auditing, escalation, sanctioning, reporting, and overall governance. The Senior Director develops strategic plans, drives change and influences critical business outcomes. This position oversees operations, ensuring efficiency and effectiveness. The Senior Director will steer top-level decision-making and implement initiatives that drive organization's forward. In this role, Compliance helps set and advise on standards and alignment with L.A. Care’s broader strategy, while operational units remain accountable for execution and delegate operations, including oversight of day-to-day performance.
This position is responsible for directing all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct-reports.
Duties
Conduct strategic planning to utilize resources in order to meet current and future departmental and Enterprise-wide goals. Provide enterprise leadership of Delegation Oversight governance, including strategy, frameworks, and alignment with state and federal requirements.
Direct oversight of compliance monitoring and auditing for delegated entities, ensuring gaps, risks, and deficiencies are identified, escalated, and addressed through corrective action and sanctions where appropriate, while collaborating and coordinating with functions not directly in scope for this role when those functions hold oversight responsibility.
Chair executive governance forums (e.g., Delegation Oversight Committee(s)) to ensure cross-functional accountability and transparent reporting to executive leadership and the Board.
Leads discussions on policy operationalization and oversees key policy perspective sharing. Develop and maintain L.A. Care’s Delegation Oversight Sanctioning framework and other compliance standards in partnership with Legal and business stakeholders.
Collaborate with business owners to support effective remediation of delegate deficiencies, while ensuring Compliance retains oversight authority rather than executing operational responsibilities.
Identify opportunities for operational improvements, create and implement new policies, and ensure that products and services meet customer and organizational requirements.
Help lead/coordinate the escalation and reporting processes to regulators, ensuring timely, accurate responses.
Lead staff and managers/directors, fostering a high-performing compliance culture with accountability for timely audits, monitoring, reporting, escalations and closure of corrective action plans.
Partner with other high-level supervisors and cross-functional teams to drive large-scale company changes and align resources with business objectives. Provide strategic analysis to executive leadership and/or Board committees regarding delegate performance, risk exposure, and sanctions activity, leveraging dashboards and metrics.
Collaborate with cross-functional teams to achieve common goals. Represent Compliance in enterprise projects and system implementations (e.g., GRC) to ensure Delegation Oversight requirements are embedded.
Prepare and approve budgets, manage financial investments and resources, and monitor performance data to track productivity and profitability.
Develops goals, objectives and actions plans for assigned staff which includes full management responsibility for the hiring, performance reviews, salary reviews and disciplinary matters for direct reporting employees.

At least 8 years of progressively responsible experience in health care compliance, managed care, or related field
At least 6 years of experience in leading, supervising and/or managing staff.
