Job Summary

The Senior Director, Information Technology (IT) Strategy and Product Management provides strategic leadership in defining and executing the technology vision aligned with enterprise goals. This role partners with executive leadership to ensure technology initiatives deliver business value, operational excellence, and innovation in support of member engagement and healthcare delivery. The position leads IT strategy development, product lifecycle management, and strategic initiatives across all L.A. Care business domains/IT functions. Working closely with cross functional teams to ensure that technology initiatives directly enable organizational growth, innovation, and operational excellence across all business lines. 

 

This position is responsible for directing all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct reports.  Develops strategic plans, drives change and influences critical business outcomes.  Oversee operations, ensuring efficiency and effectiveness.   Steers top-level decision-making and implement initiatives that drive organization's forward.

Duties

Define and implement a multi-year IT strategy roadmap aligned with enterprise goals and transformation priorities.  Translate business and clinical strategy into actionable technology initiatives that enhance member experience, care coordination, and operational efficiency. 

 

Lead annual IT strategic planning, prioritization, and governance processes in coordination with enterprise strategy and transformation teams.  This role is key to driving enterprise digital transformation and ensuring alignment with strategic goals. 

 

Oversee the end-to-end lifecycle of enterprise solution deliveries from ideation and design to delivery, adoption, and continuous improvement.  Champion the adoption of product management practices across IT to drive value-based delivery, iterative innovation, and measurable outcomes.  Collaborate with business and technology stakeholders to develop product roadmaps, business cases, and key performance indicators (KPI) tied to enterprise goals. 

 

Partner with cross functional teams to align IT investments with enterprise transformation programs, such as digital health, data modernization, member experience, provider experience etc.  Serve as a strategic advisor on technology trends and innovation opportunities that advance the organization’s mission in the healthcare ecosystem.  Foster a culture of collaboration between IT, Strategy, Clinical, and Operations leaders to ensure cross-functional alignment. 

 

Establish performance metrics and governance frameworks to measure the success of IT strategic initiatives and product outcomes.  Ensure compliance with healthcare regulations such as Health Information Portability and Accountability Act HIPAA), Centers for Medicare and Medicaid Services (CMS), Health Information Technology for Economic and Clinical Health (HITECH), etc. and IT security standards.  Oversee vendor partnerships and technology investments to optimize value, scalability, and interoperability. 

 

Build organizational capabilities in strategic thinking, product innovation, and agile delivery.  Serve as a mentor and thought leader across the IT and business strategy communities. 

 

Develops goals, objectives and actions plans for assigned staff which includes full management responsibility for the hiring, performance reviews, salary reviews and disciplinary matters for direct reporting employees.

 

Conducts strategic planning for utilization of resources in order to meet current and future departmental and enterprise-wide goals.

 

Leads discussions on policy operationalization and oversees key policy perspective sharing.

 

Manages budgets and resources effectively.

 

Identifies and drives change initiatives.  Identifies and actualizes enhancements to support company vision.

 

Develops and implements communication strategies.

 

Develops and maintains relationships with key stakeholders.  Collaborates with cross-functional teams to achieve common goals.

 

Represents the company or organization in external interactions.

Education Required

Bachelor's Degree in Information Systems or Related Field
In lieu of degree, equivalent education and/or experience may be considered.

Experience

Required:

At least 10 years of progressive IT leadership experience.

 

At least 10 years of experience lead, supervisory and/or management experience.

 

At least 5 years of experience in strategic planning or product management within healthcare payer or provider environments. 

 

Preferred:

Experience leading enterprise digital transformation and large-scale technology strategy initiatives. 

Skills

Required:

Strong strategic planning, communication, and leadership skills; deep understanding of healthcare technology landscape (EHR, interoperability, analytics, CRM).
