Job Summary

The Senior Manager, Community Resource Centers (CRC) provides strategic leadership, direction, oversight, and evaluation to an assigned network of CRCs within a specific region of L.A. County and is also a significant contributor to the development and implementation of the overall strategy for the CRC business unit in support of the Senior Director. The region of responsibility can include a minimum of four of L.A. Care’s CRC facilities. The CRC network allows L.A. Care to fulfill its mission to serve vulnerable populations by providing services in the local communities where our members reside. This role will require travel within L.A. County in order to support designated CRCs. This position is responsible for the strategic development and growth plans of CRCs that will allow L.A. Care to optimize member engagement, community presence and ensure high touch value driven services.  This position will be an important contributor to the site selection and development process for new CRCs and responsible for the relocation of and upgrades to existing CRCs in order to align to new joint Plan Partner brand strategy. 


The Senior Manager, Community Resource Centers will lead and manage collaborative relationships with internal and external stakeholders that will include L.A. Care departments, community organizations, and Plan Partners among others. This position will be responsible for building and implementing a strategic plan alongside the Plan Partner to enhance the delivery of services offered to members through participation in joint workgroups. The joint Plan Partner strategy will provide hubs of enhanced member-focused services and programming and benefits to the community through addressing social determinants of health. The person will provide guidance and leadership to the independent CRC facilities in their assigned region and align programming and services to L.A. Care’s strategic vision and community needs. Also ensures that there is consistency of operational practices and procedures across the CRC network in their region. This position serves as the L.A. Care management representative in external stakeholder community meetings on behalf of the CRCs. Responsible for the direct supervision of CRC site Managers and up to 25 department support staff. The role is responsible for complex issues that may arise throughout the CRC network. 


Strategic and Operational Leadership: Provides operational leadership, strategic direction, relationship management and oversight to at least four of the thirteen L.A. Care Community Resource Centers (CRC) throughout Los Angeles County. This position will align CRC programming and services to the organization’s strategic priorities and community needs. Promotes strategic and informed CRC programming and activities that include health education, physical fitness, wellness, and social supports to increase member engagement and retention for L.A. Care’s CRC Brand and supports the goals of the joint L.A. Care/Plan Partner CRC initiative. Contributes to the strategic relationship between the CRC sites and Plan Partner management resulting in quality decisions that positively impact members and stakeholders. Leads the collaborative relationship and implementation of the joint L.A. Care and Plan Partner strategy and programming. Supports CRC Manager facilitation of activities of L.A. Care staff assigned to work remotely at an CRC. Manages the development, implementation, and evaluation of the CRC operations, programming and services as an L.A. Care strategic initiative to address Social Determinants of Health. Collaborates with the Marketing department to develop promotional campaigns to build awareness and understanding of CRC programs and benefits. Oversees implementation of the annual CRC health promotion, prevention and screening programs in support of strategic priorities. Supports the individual CRC sites to identify, assess, and manage vendor contracts or Memorandums of Understanding (MOUs) and the related logistical coordination to ensure high quality services align with the CRC mission and vision. This role is responsible for making quality informed decisions that are in the best interest of L.A. Care and its stakeholders. Collaborates closely with internal stakeholders, including the Sales and Marketing team to promote L.A. Care’s brand identity, lines of business and CRC initiatives through the development of marketing campaigns that engage and retain CRC participants and target member involvement. Identifies and develops strategic collaborations with internal departments to enhance CRC operations in support of improved health care outcomes for L.A. Care members and the community. Understands when to adequately engage leadership support to resolve sensitive human resources issues or political situations. Actively seeks input from Sr. Director to make timely and well-informed decisions. Develops and manages operational budgets for the CRCs, administration, staffing and planned development of future sites. Ensures that services to participants are consistently delivered across the CRCs, are culturally sensitive and meet local needs.


Supervision and Performance Management: Directly supervises CRC Managers and provides general support to CRC staff. Establishes clear responsibilities and processes for monitoring work and measuring results. Assigns work, provides clear expectations of the role, and evaluates and manages performance standards and goals inclusive of L.A. Care core competencies. Provides guidance and support to streamline and establish processes that help staff performance management and delivery of services across all centers. Creates a team environment that fosters a feeling of belonging to L.A. Care as an organization among the CRC locations. Serves as an advocate for employee engagement and works to integrate CRC staff in organizational recognition initiatives. Provides direct input to the co-management of on site Plan Partner staff and services. 



Education Required

Bachelor's Degree in Health Administration or Related Field
In lieu of degree, equivalent education and/or experience may be considered.

Education Preferred

Master's Degree in Public Health or Related Field


A minimum of 5-7 years of previous management experience working with low income and vulnerable populations in diverse settings such as health plans, non-profit organizations, social services agencies, clinics or other civic organizations. 


At least 4 years of direct management or supervisory experience.


Prior work experience managing nonprofit/ social services, specifically in the area of government funded programs.


Experience with developing health programs from the ground up. 


Experience with planning community health-focused events and in managing simple to complex projects, preferably in the managed care field.


Demonstrated experience in building strong relationships with community based organizations, vendors, health care providers and business partners.


Experience working with ethnically diverse populations in a community setting.


Solid knowledge of health care and various managed care programs including Medi-Cal, Medicare, Covered CA, etc. as well as basic public health and community health principles.


High degree of initiative, a self-starter and the ability to work with minimum supervision.


Strong interpersonal skills and a demonstrated ability to work collaboratively as a member of a diverse team.


Strong leadership skills able to manage teams located in remote locations.


Strong verbal and written communication skills and ability to make clear presentations.


Familiarity with health data analysis and collection.


Intermediate skills in the use of Microsoft Word, Excel, PowerPoint, and database programs.

Bilingual in one of LA Care Health Plan’s threshold languages is highly desirable. English, Spanish, Chinese, Armenian, Arabic, Farsi, Khmer, Korean, Russian, Tagalog, Vietnamese.
