Job Summary
The Senior Manager, Data Architecture and Artificial Intelligence (AI) Data Management plays a pivotal role in operationalizing enterprise data strategies and supporting AI-driven initiatives across the health plan payer organization. This position is responsible for implementing cloud-based data frameworks that enable interoperability, regulatory compliance, and scalable analytics capabilities. This role ensures the delivery of high-quality, trusted data across business domains and supports readiness for AI/Machine Learning (ML) enablement.
The Senior Manager collaborates with cross-functional stakeholders to translate business requirements into actionable data architecture solutions and supports modernization efforts aligned with enterprise goals. Collaborate closely with executive/ senior management to establish goals that align with the company’s mission and vision.
The Senior Manager manages and leads a team focused on metadata, master data, and reference data management. Manages all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct reports. Responsible for driving performance to ensure that the team can lead high-level decisions that impact on the success of L.A. Care. Oversees the development, implementation, administration, and maintenance of the department's programs, policies, and procedures. Duties
Lead the implementation of cloud-based data architecture frameworks supporting health plan payer operations.
Collaborate with business and IT stakeholders to translate requirements into scalable data solutions.
Ensure compliance with regulatory requirements and support change requests from external agencies.
Support backlog and strategic projects related to AI/ML enablement and data modernization.
Supports strategic initiatives including CMS interoperability, AHIP continuity of care, and enterprise data modernization.
Manage a team of data professionals focused on data architecture, metadata management, master data management, and reference data management.
Manages staff and the day-to-day activities in the department. Participates in the department budgeting process. Responsible for scheduling, training, performance, corrective actions, mentoring, developing of the team(s). Foster and promote a culture of transparency, continuous improvement, accountability, and shared ownership of enterprise goals. Mentors and develops staff, building technical and problem-solving skills across the team.
Implements and provides guidance to the departmental and organizational processes and policies and works with senior and/ or executive management to define, prioritize, and develop projects and programs.
Responsible for Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
Responsible for overseeing and managing the budgets of their respective departments.

Manages complex projects, engaging and updating key stakeholders, developing timelines, leads others to complete deliverables on time and ensures implementation upon approval.
Plans and implements systems and procedures to maximize operating efficiency and achieve strategic priorities.

Experience
Required:
At least 8 years of experience in data architecture and enterprise IT systems
At least 6 years of experience in leading, supervising and/or managing staff.
Equivalency: Completion of the L.A. Care Management Certificate Training Program may substitute for the supervisory/management experience requirement.
Experience leading teams, projects, initiatives, or cross-functional groups.
Experience in leading and Implementing complex Information Technology Projects.
Preferred:
Experience in health plan payer domain and regulatory compliance projects.
Experience with Snowflake, AI/ML frameworks, and healthcare compliance workflows.
Skills
