Job Summary

The Senior Medical Director II, Community Health and Health Equity, is responsible, in partnership with an operational dyad partner, for the administration of Behavioral Health, Social Services, Health Equity, and Community Supports. The role is responsible for providing clinical leadership and support for the Safety Net Initiatives strategic project portfolio, including Behavioral Health, Social Services, Health Equity, and Community Supports. Community Supports is part of a broader set of programs that includes housing transition navigation services, housing tenancy and sustaining services, medically tailored meals, recuperative meals, housing deposits, sobering centers, personal care services, and respite services amongst others. This position participates in all areas of quality assessment and improvement, including quality improvement programs, grievance and appeals, credentialing, and quality incentive programs. Serves as the key liaison with L.A. County Departments of Mental Health and of Public Health. As needed, this position will participate in federal, state, and as well as foundation-funded projects focused on the improvement of population-wide behavioral health and social determinants of health.

 

In the Health Equity portion, provides enterprise-wide strategic leadership and partners with executives to help lead the organization’s commitment to be a diverse, equitable, and inclusive (DEI) organization. The position is responsible for working with the Chief Health Equity Officer to set and implement an overarching vision of DEI for the organization, both at the programmatic and administrative levels.  Works to eliminate systemic organizational marginalization and promotes inclusion and anti-racist practices. There is a particular emphasis on addressing health disparities of our member population. Collaborates with cross-functional teams to accomplish these efforts.    This role collaborates with external stakeholders, including private and public partnerships.  The position is responsible for the promotion of internal and external DEI for L.A. Care's members, providers, employees and the Los Angeles community.

 

This position is responsible for directing all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct reports. 

Duties

Provides clinical strategic direction for the behavioral health, social services, health equity, and community supports.

 

Provides clinical oversight of our behavioral health vendor.

 

Assures maintenance of positive relationships with other departments, PPGs, other Local Initiatives and Community Based Organization.

 

Coordinates and facilitates interactions between the Community Based Organizations, Department of Mental Health and Public Health and L.A. Care as well as social service initiatives like L.A. Care Community Link Platform and Transition of Care Program.        

                                                                                                                                                                           

Implements and works with the State, Department of Mental Health and LA County school districts on the new series of school-based behavioral health programs.

Implements and responsible for key in lieu of service areas as relates to the CalAim 1115 and 1915(b) Medicaid Waivers. 

 

Provides strategic leadership to ensure that organizational culture, practice and leadership development programming are anchored in the DEI vision. Design and implement culturally specific and responsive policies, programs and service delivery models, as well as standardized guidelines and criteria to ensure health equity is prioritized and addressed where possible.

 

Engages and collaborates with staff, subcontractors, network providers, and entities included, but not limited to local community-based organizations, local health department, behavioral health and social services, child welfare systems and members in health equity efforts and initiatives.

 

Forges strong relationships and continuing communication links with other health equity advocates, Board members and the local community.

 

Helps develop and oversee targeted interventions designed to reduce and eliminate health inequities in Homeless and other vulnerable communities and collaborates with other departments as necessary to ensure implementation.

 

Helps the Chief Health Equity Officer with Health Equity activities, which include - analyze and evaluate the results of QI and Health Equity activities, including annual review of the results of performance measures, utilization data, consumer satisfaction surveys, and the findings and activities of other committees such as the consumer advisory committees, institute actions to address performance deficiencies, including policy recommendations, and  ensure appropriate follow-up of identified performance deficiencies.

 

Develops goals, objectives and actions plans for assigned staff which includes full management responsibility for the hiring, performance reviews, salary reviews and disciplinary matters for direct reporting employees. Prepares briefings, reports, consultation documents and presentations that clearly articulate L.A. Care's regulatory position and policy. Develops regulatory position and policy based on research and evidence.

 

Develop, and manage department budget, monitor expenditures and ensures financial sustainability.

 

Shapes digital innovation strategy, prioritizing high-impact tech investments for LA Care.

 

Serves as a thought leader on emerging tech, guiding adoption in clinical and administrative domains.

 

Anticipates industry trends and regulatory shifts to maintain competitive edge.

Experience

Required:

At least 8 years of experience in managed care, particularly with community-based support systems, behavioral health, social services, health equity, or other applicable experiences.

 

At least 10+ years of management/supervisory experience in related capacity; with minimum of 5 years relevant health plan experience.

 

Must have quality experience with strategic vision to continue to optimize design of health equity improvement programs.

 

Experience with Medi-Cal and Medicare population and regulatory requirements.

 

Preferred:

Audit/Oversight experience plus.

Knowledge of state, federal and other regulatory requirements in Behavioral Health, Social Services, and Community Supports.

Licenses/Certifications Required

Physician License to practice in California - active, current and unrestricted California License
